01-18-1994 EDA MIN SPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL TUESDAY, JANUARY 18, 1994 Members Present: President Gongoll, Commissioners Holmgren, Dwyer, Dietz, Farber (6:55) and Scheel (7:00) Members Absent: Commissioner Duitsman Staff Present: Pat Klaers, Executive Director; Bill Rubin, Economic Development Coordinator; Sandra Thackeray, City Clerk 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 6:50 p.m. by President Gongoll. Consider 1/18/94 EDA Agenda Bill Rubin added the following item to the agenda: Item #2.1. on MSA designation for Sherburne County Update COMMISSIONER DIETZ MOVED TO APPROVE COMMISSIONER HOLMGREN SECONDED THE MOTION. THE 1/18/94 EDA AGENDA. THE MOTION CARRIED 4-0. 2. Consider Loan Request from James and Marlene LaRose Economic Development Coordinator, Bill Rubin explained that James and Marlene LaRose have requested an EDA micro loan in the amount of $25,000. James and Marlene LaRose are in the process of opening a pizza and pasta restaurant on Freeport Avenue in Elk River called Jimbob's Pizza and Pasta. The micro loan will be used by the applicants to leverage primary financing and personal equity. Bill Rubin informed the EDA that the Finance Committee reviewed the request and unanimously voted to approve a $25,000 micro loan. Bill Rubin also distributed a Commitment of lending from the primary lender. COMMISSIONER HOLMGREN MOVED TO APPROVE A MICRO LOAN TO JA}ffiS AND MARLENE LAROSE (JIMBOB'S PIZZA AND PASTA) IN THE AMOUNT OF $25,000. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 2.1. Sherburne county MSA Designation Bill Rubin explained that the MSA designation for Sherburne County has been changed. He explained that the change removes Sherburne County from the Twin Cities metro area. Bill Rubin explained that this is a great disservice to Sherburne County residents as well as a detriment to economic development in Elk River. He requested that the EDA send a letter of appeal to this action to the OMB. PRESIDENT GONGOLL MOVED TO SEND A LETTER OF APPEAL INDICATING THE EDA'S DISAPPROVAL OF THE ACTION T~~N BY THE OMB AND REQUESTING THE OMB TO Elk River EDA Meeting date Page 2 RECONSIDER THE ACTION AS IT IS A DETRIMENT TO SHERBURNE COUNTY. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Adjournment There being no further business, COMMISSIONER HOLMGREN MOVED TO ADJOURN THE MEETING.
