03-14-1994 EDA MIN :MEETING OF THE ELK RIVER ECONOMIC DEVELOPl\IENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, MARCH 14, 1994 Members Present: President Gongoll, Commissioners Dietz, Dwyer, Farber and Holmgren Members Absent: Commissioners Scheel and Duitsman Staff Present: Bill Rubin, Economic Development Coordinator; Pat Klaers, Executive Director; Lori Johnson, Rnance Director; Debbie Kleckner, Recording Secretary 1. Call Meetinq To Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 7:00 p.m. by President Gongoll. 2. Consider AQenda Bill Rubin requested that Item #9 - Consider TIF Reimbursement Request From Tescom Corporation (TIF District No.9) - be deleted from the March 14, 1994 Elk River EDA agenda. COMMISSIONER FARBER MOVED TO APPROVE THE 3/14/94 EDA AGENDA AS AMENDED. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider 2/14/94 EDA Minutes President Gongoll requested that the following be added to the motion under Item # 6 - page 3: FURTHER, IT IS UNDERSTOOD THAT IF THE PROJECT PROCEEDS, THE COST OF THE FEASIBILITY STUDY WILL BE REIMBURSED TO THE EDA FROM THE BOND PROCEEDS. COMMISSIONER FARBER MOVED TO APPROVE THE 2/14/94 EDA MINUTES AS AMENDED. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. . 4. Consider Administrative Changes in the EDA Executive Director Position COMMISSIONER FARBER MOVED TO ACCEPT THE RESIGNATION FROM PAT KLAERS AS EDA EXECUTIVE DIRECTOR. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 5-0. PRESIDENT GONGOLL MOVED TO APPOINT BILL RUBIN AS EDA EXECUTIVE DIRECTOR. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6. Financial Update Lori Johnson provide the following financial summary: The Micro Loan Fund cash balance as of February 28, 1994 is $121,065.21. As of March 10, 1994, all March loan payments are current with the exception of PureSteam. Two loans totaling $40,000 have been approved, but have not closed. 7. Consider Committee Recommendation To Select A Company To Undertake A Financial Feasibility Study Reqardinq The Proposed Construction Of A Second Ice Arena COMMISSIONER DWYER MOVED TO HIRE THE MARQUETTE PARTNERS FIRM TO COMPLETE A FINANCIAL FEASIBILITY STUDY FOR A PROPOSED SECOND ICE ARENA, AT A COST NOT TO EXCEED $15,000. PRESIDENT GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 8. Consider Discussion Items From Workshop Session On EDA Main Street Site Bill Rubin, President Gongoll and Commission Dwyer provided information on the EDA Main Street Site discussion. 10. Consider 1992 Retail Sales Information For Elk River Bill Rubin reviewed his memo to the EDA regarding the 1992 retail sales estimate for Elk River. 11 . Prospect Status Report This information was provided under separate cover. 12. Other Business Bill Rubin noted that he has been informed that Sherburne County will remain in the Twin Cities Metropolitan Statistical Area (MSA). Bill Rubin informed the EDA that he and Commissioner Dwyer met with Jay Johnson and Tony Emmerich to discuss the business park, and that the developers have expressed their willingness to work with the EDA. - 13. Adiournment There being no further business, COMMISSIONER FARBER MOVED TO ADJOURN THE MEETING. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 5-0.
