SPECIAL MEETING OF THE ELK RIVER ECONOMIC
DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, JUNE 6, 1994

1 . Call Meetinq To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River
Economic Development Authority was called to order at 5:45 p.m. by President
Gongoll.
2. Consider June 6, 1994, EDA Agenda
The June 6, 1994, EDA agenda was approved by consensus of the EDA.
3. Public Hearina: Proposed Sale of approximately 2.17 acres of land to Alltool
Manufacturing Company, Inc.
4. Consider a Quit Claim Deed conveyinq approximately 2.1 7 acres of land to
Alltool Manufacturinq Company, Inc.
Executive Director Bill Rubin informed the EDA that Alltool Manufacturing
Company, Inc., is proposing a 40,000 square foot expansion to its existing 85,000
square foot facility in the Elk River Industrial Park. He indicated that the proposed
expansion will begin to exceed certain provisions of the Uniform Building Code
relative to the need for a fire lane and for additional setback areas for the
building. He further explained that Alltool's existing site cannot accommodate
both of these requirements. He indicated that he is requesting the EDA to
consider conveying a 100 foot strip of property which is currently owned by the
EDA to Alltool. He stated that the strip of property is located to the west of Alltool,
is unplatted, and is not considered a viable industrial site.
President Gongoll opened the public hearing.
Commissioner Dwyer questioned whether Alltool would be requesting other
financial assistance such as Tax Increment Financing from the City. Bill Rubin
indicated that Alltool would not be requesting any other TIF assistance from the
City. Commissioner Dwyer stated that it seemed to be a good idea conveying
park of an EDA-owned site to Alltool in order to assist the company with a
significant expansion in Elk River.
There being no comments from the public, President Gongoll closed the public
hearing.
COMMISSIONER FARBER MOVED TO APPROVE THE SALE OF APPROXIMATELY 2.17
ACRES TO ALLTOOL MANUFACTURING COMPANY, INC., 19188 INDUSTRIAL
BOULEVARD, ELK RIVER, MINNESOTA. COMMISSIONER HOLMGREN SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
Executive Director Bill Rubin indicated that the Deed would not be filed until
Alltool completed the concept review process and obtained a building permit.
COMMISSIONER FARBER MOVED TO APPROVE A QUIT CLAIM DEED CONVEYING THE
APPROXIMATELY 2.17 ACRE SITE TO ALLTOOL MANUFACTURING COMPANY, INC.
COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 7-0.
5. Adiournment
There being no further business, the special meeting of the Economic
Development Authority was adjourned at 5:53 p.m.
