11-15-1994 EDA MIN MEETING OF THE ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL TUESDAY, NOVEMBER 15, 1994 Members Present: President Gongoll, Commissioners Dietz, Holmgren and Dwyer Members Absent: Commissioners Scheel, Duitsman and Farber Staff Present: Bill Rubin, Executive Director; and Sandra Thackeray, City Clerk 1 . Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 6:00 p.m. by President Gongoll. 2. Consider Aaenda COMMISSIONER HOLMGREN MOVED TO APPROVE THE 11/15/94 EDA AGENDA. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider October 10, 1994, EDA Minutes COMMISSIONER DWYER MOVED TO APPROVE THE 10/10/94 EDA MINUTES. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Open Mike No one appeared for this item. 5. Financial Update Executive Director Bill Rubin reviewed the financial summary provided by the Finance Director. The report revealed a cash balance in the Micro-Loan Fund of $165,078.75 as of October 31, 1994. The report also noted a cash balance of $15,827.13 in the Block Grant Micro-Loan Fund as of October 31, 1994. 6. Consider a proposal from Trainina Networks, Inc. Reaardina the City's Review and Permittinq Process Bill Rubin noted that the City has received a proposal to analyze the City's review and permitting process from Training Networks of Ramsey, Minnesota. Bill Rubin noted that the Review and Permitting Task Force met with Sandra Bower and Lee Colby of Training Networks to review the proposal. The meeting resulted in some minor revisions being made to the proposal. Bill Rubin indicated that these revisions are noted in his memo dated November 15, 1994. PRESIDENT GONGOLL MOVED TO ACCEPT THE PROCESS FACILITATION PROPOSAL FROM TRAINING NETWORKS IN THE AMOUNT OF $4,490. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7. Business Park Rezoning Bill Rubin updated the Commissioners on the status of the 150 acre business park zone. He indicated that Country Ridge Partnership, who is a primary property owner of a portion of the 150 acres, has filed applications to rezone a portion of its property to C-3 Highway Commercial. Bill Rubin explained that staff is currently in the process of working together with Country Ridge Partnership and other major property owners to develop a variety of master plans that will be agreeable to all parties involved. 8. Discuss the November 7, 1994, Action on Modifyina the EDA Enablina Resolution Bill Rubin stated that the City Council held a public hearing on November 7 to consider a modification to the EDA's enabling resolution. He stated that it seems that a majority of the Council supports the change, however, the Council did not vote on the matter. Bill Rubin explained that the Council directed staff to present options on rotation methods to determine which Council member will not be represented on the EDA. Bill Rubin noted that the City Council is expected to take final action to modify the EDA's enabling resolution on November 14, 1994. 9. Appoint EDA Commissioner to Chamber of Commerce Task Force on the Elk River Central Business District Bill Rubin noted that the Chamber of Commerce is in the process of organizing a task force whose goal will be to help retain the CBD as a focal point for Elk River. Bill Rubin indicated that it would be appropriate to appoint an EDA representative to the task force. PRESIDENT GONGOLL MOVED TO APPOINT COMMISSIONER DWYER TO THE CENTRAL BUSINESS DISTRICT TASK FORCE. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 10.
