ECONOMIC DEVELOPMENT AUTHORITY

1. Call Meetina To Order
Pursuant to due call and notice thereof. the meeting of the Elk River Economic
Development Authority was called to order at 6:00 p.m. by President Gongal!.

COMMISSIONER DWYER MOVED TO APPROVE THE JULY 8,1996, EDA AGENDA.
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 7-0.

Consider June 10. 1996, EDA Minutes
COMMISSIONER FARBER MOVED TO APPROVE THE JUNE 10, 1996, ECONOMIC
DEVELOPMENT AUTHORITY MINUTES. COMMISSIONER DWYER SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
3.2. Consider June 17, 1996, EDA Minutes
COMMISSIONER DWYER MOVED TO APPROVE THE JUNE 17, 1996, ECONOMIC
DEVELOPMENT AUTHORITY MINUTES. COMMISSIONER BENDER SECONDED THE
MOTION. THE MOTION CARRIED 7-0.
4. Consider Micro Loan Reauest from LeFebvre Truckina
Director of Economic Development Paul Steinman explained that the EDA
Finance Committee reviewed a request for a micro loan in the amount of $50,000
made by Lefebvre Trucking. He explained that the trucking company is
requesting to fund working capital as part of a project to construct
approximately 16,300 square feet of shop/office space. Paul Steinman reviewed
the terms of the loan based on the recommendation of the EDA Finance
Committee. He indicated that staff recommendation is to approve the $50,000
loan request.

COMMISSIONER DUITSMAN MOVED TO APPROVE THE $50,000 MICRO LOAN
REQUEST FROM LEFEBVRE TRUCKING. COMMISSIONER HOLMGREN SECONDED THE
MOTION. THE MOTION CARRIED 7 -0.

Historic Downtown Sia!)
Assistant City Administrator Lori Johnson indicated that the Historic Downtown sign
is ready for installation in Jackson Square. She stated that the cost for the sign is
$1,500, which includes installation. She informed the EDA that staff is suggesting
that the cost be divided in thirds between the Riverfront Committee, the EDA,
and the Street/Park Department.
COMMISSIONER SCHEEL MOVED TO APPROVE PAYMENT FOR THE HISTORIC
DOWNTOWN SIGN OF $1,500, INCLUDING INSTALLATION, TO BE INSTALLED IN
JACKSON SQUARE AS FOLLOWS:
. ONE THIRD BY THE RIVERFRONT COMMITTEE
. ONE THIRD BY THE ECONOMIC DEVELOPMENT AUTHORITY
· ONE THIRD STREET/PARK DEPARTMENT.
COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 7-0.
6. Consider Sustainable City Showcase Application..
Assistant City Administrator Lori Johnson informed the EDA that the Sustainable
City Showcase application has been submitted and that the selection will be
made sometime in July.

Update on T L Feeding

Director of Economic Development Paul Steinman informed the EDA that T L
Feeding has decided to lease space in Osseo and therefore, will not be locating
in Elk River at the present time.
Mayor Duitsman indicated that the EDA should approach E & 0 Tool and see if
they are still interested in relocating. Paul Steinman indicated that he would
continue discussions with E & 0 Tool regarding location.

COMMISSIONER FARBER MOVED TO APPROVE THE CHECK REGISTER.
COMMISSIONER HOLMGREN SeCONDED THE MOTION. THE MOTION CARRIED 7-0.
9.1 . Executive Director
PRESIDENT GONGOLL MOVED TO APPOINT PAUL STEINMAN AS EXECUTIVE DIRECTOR
OF THE ECONOMIC DEVELOPMENT AUTHORITY. COMMISSIONER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
Commissioner Duitsman requesed that a meeting of the Economic Development
Task Force be held to discuss future plans for the City of Elk River. He indicated
that the Task Force consisted of the EDA. City Council. HRA, Chamber members
and, bank presidents.

COMMISSIONER DUITSMAN MOVED TO SEND A LETTER TO THE CHAMBER OF
COMMERCE, BANK PRESIDENTS, HRA, EDA, AND CITY COUNCIL, TO INVITE THEM TO

The meeting of the Elk River Economic Development Authority was adjourned at
