1. Call Meetina To Order
Pursuant to due call and notice thereof. the meeting of the Elk River Economic
Development Authority was called to order at 6:00 p.m. by President Gongo/I.

CARRIED 7-0.

Consider Consent Aaenda
COMMISSIONER DWYER MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1 SEPTEMBER 9. 1996 EDA MINUTES - APPROVED
3.2 CHECK REGISTER - APPROVED
COMMISSIONER BENDER SECONDED THE MOTION. THE MOTION CARRIED 7-0.

5.
Discuss Possible Loan Fund Proqram for SAC/WAC Charaes
e
Paul Steinman, Executive Director, discussed with the Commission the possibility
of financing SAC/WAC charges in specific cases where a redevelopment
project is being encouraged. The EDA Commission had some concerns
regarding the fact that SAC/WAC charges on restaurants are too high. The
Commission expressed the need to encourage sit down restaurants in Elk River
and would like to look at a different structure for restaurants in cases where a
redevelopment project is being encouraged and the use being proposed
appears desirable.

Commissioner Dwyer suggested that restaurants locating in the downtown be
given special consideration due to the difficulty and expense of redevelopment
projects.
It was the general consensus that staff continue to explore financing options for
SAC/W AC charges on restaurants in redevelopment areas.
7. Uodate on Enerav City Issues
Paul Steinman. Executive Director. stated the presentation with Minnesota
Environmental Initiative/Energy Alley on October 8. 1996 went very well. The
event showcased six businesses with innovative technologies in the energy
related field. Northwest Suburban Builders Association is proposing to construct
a home with energy efficiency related technologies.
Paul Steinman also stated the Action Committee for Energy (ACE) has been
meeting on a regular basis to begin the planning stages of the Energy City
initiative. The four subcommittees of this group include Marketing.
Demonstration Sites. Energy Use. and Economic Development. President Jeff
Gongoll volunteered to serve on the Economic Development subcommittee.

The slogan which represents the new partnership between MEI/Energy Alley and
the City of Elk River is:

Renewable and Efficient Energy for Today and the 2/ st Century
8.
Hohlen Proiect Uodate
Paul Steinman. Executive Director. updated the Commission with the following
development issues:
o Notice of mobile home park closure has been served to residents
o A public hearing will beheld at the City Council meeting in November
regarding the mobile home park closure.
o Conceptual discussion indicates there will be two big box retailers
located on the site.
o Approximately 75 acres total- scme in wetland and some
encumbered by electrical transmission lines.
o Several freestanding pads will be developed.
o Final approvals for the project will likely occur in spring of 1997.
Mayor Duitsman stated the County is considering upgrading County Road 12
and there should be some discussion regarding County Road 12 and 13.
The commission indicated its desire to have staff continue to work toward
creating an opportunity for industrial property within this overall project.

6.
Discuss Next Steps in Business Incubator Proiect
Paul Steinman indicated to the Commission that he will be presenting a
proposal to the County for leasing the former administration building. Paul
Steinman also stated he is continuing to work with a private property owner on a
program for the Business Incubator. The Commission stated that they would like
to discuss a budget for the Business Incubator at their next meeting.
The Commission also discussed renewing the contract with Harlan Jacobs or to
possibly keep him on an hourly basis for the next several months, until the
Business Incubator project is up and running.
9. Approve Mork Clinic Sale of Building to Health Partners
COMMISSIONER HOLMGREN MOVED TO APPROVE AMENDMENT TO
REDEVELOPMENT AGREEMENT BETWEEN CITY OF ELK RIVER ECONOMIC
DEVELOPMENT AUTHORITY AND ANOKA MEDICAL PROPERTIES AND MEDCENTERS
MANAGED CARE. INC. COMMISSIONER BENDER SECONDED THE MOTION. THE
MOTION CARRIED 7-0.
The purpose of this action is to allow the sale of Mork Clinic (owned by Anoka
Medical Properties) to Medcenters Managed Care, Inc.

Other Business

COMMISSIONER SCHEEL MOVED TO APPROVE THE CERTIFICATE OF COMPLETION
AND RELEASE OF FORFEITURE BY SCHOOL DISTRICT 728 FOR THE SCHOOL
MAINTENANCE BUILDING WHICH IS BEING CONSTRUCTED IN THE INDUSTRIAL PARK.
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0-2.
Commissioner Holmgren abstained due to the short notice provided to the EDA
on this issue and Gongoll abstained due to his association as a member of the
School Board.
COMMISSIONER HOLMGREN MOVED TO HAVE THE NEXT EDA MEETING ON
WEDNESDAY. NOVEMBER 13. 1996. AT 5:30 P.M. COMMISSIONER BENDER
SECONDED THE MOTION. THE MOTION CARRIED 7-0.
Paul Steinman. Executive Director, distributed to the Commission two articles on
Energy City and Business Incubators. Paul Steinman also stated the Chamber of
Commerce is sponsoring a Minnesota Manufacturers Week luncheon at the Elk
River Country Club on October 15, 1996, with a tour of Alltool starting at 11 :00
a.m. Paul Steinman also indicated there will be a meeting with potential
investors for the Anoka/Sherbume County Capital Fund on Thursday. October
31.1996, at 9:00 a.m. at the She,urne County Government Center.
