MEETING OF THE ELK RIVER
ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, JULY 14, 1997

1. Call Meetina To Order
Pursuant to due call and notice thereof. the meeting of the Economic
Development Authority was called to order at 6:00 p.m. by President Dwyer.
2. Consider 7/14/97 Aaenda
COMMISSIONER GONGOLL MOVED TO APPROVE THE JULY 14, 1997, EDA AGENDA.
COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.

Consider Consent Aaenda
COMMISSIONER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS:
3.1. EDA CHECK REGISTER - APPROVED
3.2. JUNE 9, EDA MINUTES - APPROVED
COMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED
6-0.
4. Open Mike
No one appeared for open mike.
5. Review Video Modifications
Paul Steinman distributed a draft of new script for updating the City's promotional
video.

Business Park Neaotiation

Paul indicated the EDA request for funding to work with Dave Sellergren on the
joint development agreements in the West Business Park was presented to the
City Council and approved. Staff met with Tony Emmerich of Country Ridge
Partnership to discuss marketing of the business park property. Mr. Emmerich is
attempting to purchase the back corner piece adjacent to his property but the
owner is not interested in selling at this time. Chair Dwyer thanked Mayor and

City Council for their support. Paul indicated staff will begin negations with Mr.
Gagne in the next month. He noted a draft agreement may be available for the
next EDA meeting.

Other Business
Business Incubator
. SolarAttic, Inc. - Paul reviewed the memo from SolarAttic, Inc. which was
distributed in the EDA packet.
. MAS Technologies - Paul indicated MAS Technologies has not yet made a
decision to move to Elk River. He reviewed changes that have taken place at
MAS, indicating the company is in the process of hiring a new C.E.O. Paul
noted MAS Technologies has received a loan from the Anoka Sherburne
County Capital Fund in the amount of $50,000 and must pay a penalty if they
don't proceed with their project in Elk River.
. Snyder Drug - Staff has been working with Giles Lenzmeier and has indicated
a restaurant tenant is very interested in the whole main floor. The
Commissioners discussed concerns expressed by the potential tenant
regarding payment of the $30,000 SAC and WAC charges up front.
Commissioner Farber suggested the Council look at SAC and WAC charges
for downtown redevelopment sites.
City Web Site & Annual Reoort
Paul provided update on the City's web site.

Adiournment
There being no further business, COMMISSIONER FARBER MOVED TO ADJOURN THE
MEETING. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION
CARRIED 6-0.
The meeting of the Elk River Economic Development Authority adjourned at 6:27
p.m.
