SPECIAL MEETING OF THE ELK RIVER
ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, JANUARY 21, 1997
Members Present:

and Bender. Commissioner Holmgren arrived at 5: 1 0 p.m.

1. Call Meetino To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 4: 10 p.m. by President Dwyer.
2. Review and Discuss Criteria of the Eiqht Alternative 1-1 /BP Areas
Paul reviewed the criteria for each of the eight alternative industrial/business park
areas, as outlined in his report to the EDA dated January 13, 1997.

The EDA Commissioners rated each of the eight of areas in the following order of
priority:

Discussion followed regarding information about the percentages of 11, 12 and
BP zoned areas in Elk River. as compared with other communities.

Review and Modify Sample Action Plan - Industrial Base

Paul distributed a concept action plan for increasing the city's industrial base. He
reviewed the phasing concept related to each of the 4 areas of discussion
including the West Elk River Business Park, the County Rd. 12/13 area, East
Highway way 10, north Highway 169, and "other" areas. He noted the plan
would change significantly based on this evening's discussions. Discussion of the
various areas followed including phasing, extension of utilities, willingness of
property owners to participate in industrial development. and joint development
agreements.

Pat Klaers indicated if an agreement cannot be reached with a property owner,
the city would then move on to the next industrial site for possible development.
Utility extension prior to industrial development for the west Highway 10 area was
discussed. Pat Klaers indicated the draft of Phase 3 of the western area utilities
feasibility study will be presented to the City Council later this month. He
explained the trunk line is proposed to run down the center point between
County Road 30 and Highway 10 out to end at Waco, and the laterals will run
north and south to the corner of Waco and Highway 10 and Waco and County
Road 30. A lateral system will run under the frontage road along Highway 10. The
lateral extension would need to be completed before street construction could
begin.
Members of the group were in agreement that joint development agreements
could be tailored to each individual site negotiation. Discussion followed
regarding factors to consider when determining fair market value.
Terry Maurer indicted the timing of the projects will be dependent on the
completion of the improvements. Terry explained the process takes time to
complete, beginning with the feasibility study, public hearing process and the
construction itself.

Members of the Commission expressed their approval of the action plan concept
presented by Paul. Paul noted he will revise the concept based on their
discussion and bring the concept back to the EDA at a later date.
Paul indicated the Strategic Planning Task Force will meet on Wednesday,
February 5 from 3 - 6 p.m.

There being no further business, Chair Dwyer adjourned the meeting.
