WORKSESSION OF THE ELK RIVER
ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL

1. Call Worksession To Order
Pursuant to due call and notice thereof, the worksession of the Elk River Economic
Development Authority was called to order at 4 p.m. by President Dwyer.

3.
Business Incubator Proiect Overview
Paul Steinman explained that the purpose of the meeting is to provide an
overview of the Business Incubator project. He noted that the incubator project is
two years old, and stated that it is an appropriate time to review the project with
the EDA. Paul Steinman gave a brief overview of how the incubator started, and
how it has evolved over the last two years. He noted that there are currently four
companies in the incubator facility.
Harlan Jacobs introduced the four incubator companies. The following incubator
companies gave a brief presentation regarding their business: Protector, Inc.,
Solar Attic, Inc., Watermark, L.L.C., and MAS Technologies, Inc.
Following the presentations, discussion pursued regarding whether the EDA should
continue with the incubator project and whether leases should be extended
beyond the two year incubation period. Paul Steinman recommended that a
decision be made by the EDA within the next six months as to whether or not the
incubator project should continue for an additional 2 years beyond 4/15/01.
Discussion was held regarding the length of the incubation period. The EDA
indicated that it was in favor of the concept of the incubator project however,
there were concerns regarding the incubation time period. It was the consensus
of the EDA to discuss these issues further at a future EDA meeting.

There being no further business, President Bender adjourned the meeting.
The worksession of the Elk River Economic Development Authority was adjourned
at 6:05 p.m.
