SPECIAL MEETING OF THE
ECONOMIC DEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, JULY 12,1999

1. Call Meetina To Order
Pursuant to due call and notice thereof, the special meeting of the Economic
Development Authority was called to order at 4:00 p.m. by President Dwyer.

Discussion

Jim Brimeyer, strategic planning consultant, stated the purpose of the meeting is
to review what has been done with the strategic planning process to this point.
Jim Brimeyer indicated that he would give a progress report to the EDA this
evening regarding the strategic planning up to this point. He further indicated
that the group would discuss the strengths and weaknesses in the plan and
review the priority issues.
Following the progress report as presented by Jim Brimeyer, the members
discussed the strengths and weaknesses and reviewed the priority issues. As the
group discussed the strengths, the process included combining and deleting
some of the options. Votes were then taken by the group to try to determine the
top issues that would be EDA priorities. Following a vote on the priority issues the
top seven issues included the following:
1 . Develop stronger industrial base.
2. Promote business retention and growth.
3. Develop West Business Park.
4. Develop external marketing strategy.
5. Redevelop east Highway 10 corridor.
6. Coordinate transportation options.
7. Redevelop downtown.
3. Adiournment
There being no further business, President Dwyer adjourned the meeting at 5:55
p.m.
