HOUSING AND REDEVELOPMENT AUTHORITY, AND CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL

EDA President Dwyer called the joint meeting of the Economic Development Authority,
Housing and Redevelopment Authority, and City Council to order at 5 p.m.
Director of Economic Development Paul Steinman explained that a modification
committee reviewed the original strategic plan that was adopted in May 1997, The
purpose of the committee was to re-examine the four major issues of the Economic
Development Strategic Plan. Paul explained that the Modification Committee
reprioritized the four original issues. The major modification to the plan involved the
central business district moving to a lower priority and the addition of "Marketing
Strategy. "
Paul Steinman explained that the "draft" action plan has been slightly altered after
direction was received from the EDA and City Council last month, He noted that the
plan has been given a timeframe of 2000-2003. He also noted that specific action items
in the plan have been re-worded to imply that staff will not implement certain action
items prior to receiving direct EDA or City Council approval.
Paul Steinman questioned whether there were any additions or deletions to the Action
Plan, Paul Motin suggested including language in #4 regarding development of
Highway 10. He noted that the present plan includes redevelopment issues but is lacking
mention of development, Paul Steinman indicated that he would make the necessary
changes to the plan to address new development on Highway 10. Paul Steinman
indicated that he would also be adding the King and Main Street site to the plan.

It was the consensus of those present that the "draft" plan presented by the Director of
Economic Development addressed the previous concerns of the EDA and City Council.
Paul Steinman noted that he would present the final plan to the EDA, HRA and City
Council at their next meetings.

Marketina Plan
Paul Steinman indicated that his staff has contacted several marketing professionals who
would like to submit formal proposals for an economic development marketing plan for
the city, Paul indicated that the proposals would be presented to the EDA at its next
meeting in November,

There being no further business, President Dwyer adjourned the joint worksession meeting
at 5:45 p.m.
