11-13-2000 EDA MIN . . . MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, NOVEMBER 13, 2000 Members Present: President Dwyer, Commissioners Koenig, Gongoll, Klinzing, Thompson, Farber, and Motin Members Absent: None Staff Present: Catherine Mehelich, Director of Economic Development; Marc Nevinski. Assistant Director of Economic Development; and Sandra Peine, City Clerk 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 6:00 p.m. by President Dwyer. 2. Consider Aaenda COMMISSIONER THOMPSON MOVED TO APPROVE THE NOVEMBER 13, 2000, EDA AGENDA. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 7-0. 3. Consider Consent Aaenda COMMISSIONER THOMPSON MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. OCTOBER 9, 2000 EDA MINUTES - APPROVED 3.2. CHECK REGISTER - APPROVED 3.3. REVENUE/EXPENDITURE REPORT - ACCEPTED 3.4. BALANCE SHEET - ACCEPTED 3.5. RESOLUTION 00-04 APPROVING AND AUTHORIZING THE EXECUTION OF A TAX INCREMENT PLEDGE AGREEMENT RESPECTING PAYMENT OF $800,000 GENERAL OBLIGATION TAX INCREMENT BONDS, SERIES 2000A, OF THE CITY OF ELK RIVER, MINNESOTA - APPROVED RESOLUTION 00-05 APPROVING AND AUTHORIZING THE EXECUTION OF A TAX INCREMENT PLEDGE AGREEMENT RESPECTING PAYMENT OF $510,000 TAXABLE GENERAL OBLIGATION TAX INCREMENT REFUNDING BONDS, SERIES 20000, OF THE CITY OF ELK RIVER, MINNESOTA - APPROVED COMMISSIONER GONGOLL SECONDED THE MOTION. Snowmobile Trail Reauest Catherine Mehelich indicated that the River City Snow Riders Club have requested to acquire a permit to build a snowmobile trail along the east side of the railroad and within the wetland area of the EDA (Brown) property in the East Business Park. Catherine reviewed the staff report. She indicated that the Club is proposing that a trail run between the west property line and within the designated wetland area and that an additional trail run along the north and south property line. Catherine indicated that if approved, staff is proposing two additional stipulations: 1. That the trail be no wider than 12 feet. 2. That only minor alterations are allowed to the wetland area; no filling of the wetland and no clearing of any trees. Gregg Strommen was present representing the River City Snow Riders Club. Commissioner Motin indicated his concern of snowmobilers crossing Tyler Street at the proposed location. He indicated that the area is heavily traveled and that sight vision would be poor due to the curve in the road. Gregg Strommen indicated that the Club is working toward a different access to the trail. Discussion was held regarding the Tyler Access. COMMISSIONER FARBER MOVED TO APPROVE THE SNOWMOBILE TRAIL PERMIT AS REQUESTED BY THE RIVER CITY SNOW RIDERS CLUB WITH THE FOLLOWING CONDITIONS: 1. THAT THE PERMIT BE CONSIDERED FOR ISSUANCE ON AN ANNUAL BASIS. 2. TRAIL USE IS LIMITED TO WITHIN AN AREA 300' FROM THE WEST PROPERTY LINE. 3. THAT THE SNOWMOBILE CLUB CONTINUE TO WORK TOWARD ACQUIRING THE HIGHWAY 169 ACCESS. 4. THAT THE CITY ENGINEER GIVE FINAL APPROVAL OF THE TYLER STREET ACCESS. 5. THAT ITEM #4 BE STRICKEN FROM THE SHERBURNE COUNTY SNOWMOBILE TRAIL PERMIT. 6. THAT THE TRAIL BE NO WIDER THAN 12 FEET. 7. THAT ONLY MINOR ALTERATIONS ARE ALLOWED TO THE WETLAND AREA; NO FILLING OF THE WETLAND AND NO CLEARING OF ANY TREES. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 6-1. Commissioner Motin opposed. 6. Soortech Micro Loan Catherine Mehelich stated that Chris and Debra Carlson are planning to double the size of their commercial building (Sportech, Inc.). She indicated that The Bank of Elk River has requested the EDA to consider subordinating its second position mortgage to the expansion financing mortgage. Catherine reviewed the staff report. . . . Economic Development Authority Minutes November 13, 2000 Page 3 COMMISSIONER KLINZING MOVED TO SUBORDINATE THE CURRENT SECOND REAL ESTATE MORTGAGE TO THE NEW MORTGAGE ISSUED TO THE CARLSONS FROM THE BANK OF ELK RIVER TO ALLOW FOR THE COMPANY'S EXPANSION WITH THE CONDITION THAT A GUARANTY FROM SPORTECH, INC. IS EXECUTED. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 7-0. 7. Strateaic Industrial Marketina Plan - Uodate Marc Nevinski reviewed the components of the Marketing Plan that staff has been working on during the last month. Marc reviewed the memo from the city administrator that discussed the city communication and brand plan that staff is currently working on with Duckor and Associates. He noted that this plan also is a part of the overall marketing plan. 8. Other Business There was no other business. 9. Adiournment There being no other business, COMMISSIONER FARBER MOVED TO ADJOURN THE MEETING. COMMISSIONER KOENIG SECONDED THE MOTION. THE MOTION CARRIED 7-0.
