8.2. Garbaqe Appeal Board
.
The Garbage Appeal Board is composed of five members. The
Recycling Coordinator, Gary Schmitz, and myself are the staff
members!on this Board. Madalyn Moos and Cindy Olson are the
citizen representatives on this Board. John Dietz was the City
Council representative on this Board in 1992, and Roger
Holmgren was the Council representative on this Board in 1991.
There are no pending appeals for the garbage collection system,
but the Board typically reviews a few requests each year. At
this meeting it is appropriate for the City Council to appoint
its representative to the Garbage Appeal Board. It is assumed
that the staff and citizen members on this Board will remain
the same.
8.3. Assistant Weed !nspector
The Mayor of the City is the City Weed Inspector. By function,
Phil Hals and his crew do all of the actual weed inspection
work. Phil and a few of his crew members annually attend the
weed inspector workshops in order to keep up to date on current
rules and regulatiops regarding weeds. At this meeting it is
appropriate for the Mayor to appoint Street/Park
Superintendent, Phil Hals, as the Assistant Weed Inspector.
This appointment by the Mayor is subject to City Council
approval.

8.4. HRA Reappointment
The City has finally gotten all of the HRA appointments in
order so that one of the five members term is up each year.
Dick Hinkle was reappointed for about five months in earlier
1992 in order to get the HRA on this cycle. In a recent
conversation with Dick Hinkle, he has indicated that he would
be pleased to serve another five year term on the HRA if this
is the desire of the City Council. At this meeting it is
appropriate to reappoint Dick to a five year term on the HRA or
to decide to seek applications for this position. There has
not been any advertisement or notification of a vacancy on the
HRA published in the newspaper or posted at the City Hall.
