SUBJECT: CONDITIONAL USE PERMIT REQUEST BY
STEVEN SHOEMAKER "EXCAVATION OF A
WETLAND"/PUBLIC HEARING
CASE NO: ~U 92-025
The applicant, Steven Shoemaker, is requesting a conditional
use permit to excavate roughly 31,000 cubic yards of fill from
a wetland area in Royal Oaks Ridge. Although Mr. Shoemaker is
acting as the applicant of this request, there are several
property owners involved: Steven and Susan Shoemaker,
11106-190th Avenue NW (Lot 6, Block 4); Jack and Sharon Ellis,
11094-190th Avenue NW (Lot 7, Block 4); Michael and Karen
Wiest, 11072-190th Avenue NW (Lot 8, Block 4); Forest Oaks
Condos, Hansen Boulevard, Coon Rapids, (Lot 9, Block 4); Dean
and Joann DeSmith, 11058 190th Avenue NW (Lot 10, Block 4);
Dennis and Barb Mitchell, 11042-190th Avenue NW (Lot II, Block
. 4).
The Elk River Planning Commission reviewed this request at the
December 22, 1992, meeting where several concerns were raised.
These concerns included the size of the project, the amount of
traffic generated from this project which would be routed
through residential streets, and the duration of the project
which is expected to last approximately two years.
The Planning Commission continued the public hearing on this
request to the January 26, 1993, meeting thus, giving the
applicant sufficient time to revise the site plan and find
alternative routes for the trucks. A formal recommendation
from the Planning Commission can be expected at the February I,
1993, City Council meeting. No action is required of the City
Council at this time.
