The attached material from Terry Maurer discusses the
Wastewater Treatment plant expansion project. This material
from Terry also includes a map showing the area that could be
serviced with municipal sewer and water if the plant expansion
takes place as proposed. The piece of information missing from
Terry's memo is the existing urban service area. This map is
attached to my memo and is provided from the 1988 Growth
Management Plan. Existing residentially developed areas north
of the Elk River on the west side of the City and in the
Ridgewood East area, are proposed to be deleted from the urban
service area at this time. If the entire area shown on the
1988 map was serviced with municipal sewer and water, then the
sewer plant would be used to its current capacity.
If the City Council desires to include additional areas to the
urban district other than what is provided in Terry's map, then
other areas may have to be deleted. In this regard, the City
Council has to look at the dollar value of increasing the plant
capacity beyond the 2.2 million gallons per day that is being
proposed. The City may not reach this 2.2 million gallons per
day capacity within 20 years and if the plant is made larger
(excluding the Otsego issue), then what is the dollar value of
providing this increased capacity now when it may not be used
until the year 2020 Or 2030. It may be more appropriate to
plan a second plant expansion in 2010-2015 to provide
additional capacity.
One thing not mentioned in Terry's memo that should be
discussed at the meeting is the timeframe for the actual
completion of the plant expansion. If the plant expansion is
authorized by the Coqncil in 1993, it seems likely that the
work would begin in 1994 and may not be completed until the
1995-96 timeframe. In this manner, the Council will need to
determine when municipal utilities should be available to the
east Highway 10 ~rea. If municipal utilities are offered prior
to the plant being expanded, then some areas currently planned
to have municipal sewer will have to be deleted until the plant
is expanded. It is qnticipated that after a plant expansion is
approved by the Council, and after work on the Capital
Improvement Program, that the Growth Management Plan will have
to be updated in 1994 to reflect the changing priorities of the
City Council and the changing status of the growth in Elk River.

RE: WASTEWATER TREATMENT PLANT UPGRADE
Dear Council Members:
As we proceed with the facility plan for the upgrade of the Elk River Wastewater Treatment
Plant (WWTP), there are a few issues which need to be reviewed by the City Council. These
issues are as follows:
1.
Service Area
The attached map shows a potential service area for the next 20 years. The service area
includes the urban area from the Growth Management Plan and an area along the East
Highway 10 corridor. The areas it excludes are existing rural developments along the
northerly fringe of the Growth Management Plan Urban Service Area. This size of area
will result in a WWTP sizing of approximately 2.2 million gallons per day, three times
the current quantity. We would request the City Council review this proposed service
area and comment on any additions or deletions they would like.
2.
Otsego Sewer Capacity
The issue of whether or not the City of Otsego is offered an opportunity to purchase
WWTP capacity also needs to be addressed. If the answer is yes, there are several other
issues which need to be addressed, such as:
· Will capacity be available for all types of development?
· What will the design strength requirements be?
· What will the cost of the capacity be?
· What will the cost of the treatment be?
We would suggest that, if the City Council desires to offer WWTP capacity to the City
of Otsego, staff be directed to prepare a recommendation on the various issues for the
City Council's review. Of course, we would welcome any direction on the various
issues which could be given at this time.

3. State Revolving Fund Program
U.S. Environmental Protection Agency (EPA) grant funds are no longer available.
However, loan funds are usually available through the State Revolving Fund. The
advantage of the loan program is that the interest rate is below market rate. The
disadvantage is the added requirements' "red tape" may offset any interest rate gain. We
would recommend the City at least submit the facility plan to the MPCA to reserve the
option of pursuing the loan program. This also keeps the City on the needs list should
federal grant funds become available in the near future. We would also recommend the
City's Finance Director work with us to investigate the loan program further in an effort
to determine the specific pros and cons.
We will be available at your January 25th City Council meeting to discuss these issues further.
