SUBJECT: SEWER BACKUP AT 557 7TH STREET
It is my understanding that Mr. Turner is seeking reimbursement
for money he spent having his sewer line cleaned several
different times. The City was never notified of a sewer backup
problem until 8:00 a.m. on November 18, 1992. At that time we
were told that a sewer service company had been out and cleaned
his line and the City's line. After inspection of our line, we
found no sewer backup and after running the jet hose up the
pipe, still found nothing.

If a homeowner has a problem with sewage backing into their
home, they should call the City before calling a sewer
service company as was stated in the August, 1991, newsletter
attached to this memo. We plan to run this notice
periodically. Also, because the City has an ongoing
maintenance program, the insurance company has determined that
the City is not negligent, even if there is a sewer backup.
Because of this policy, most claims for reimbursement have been
denied in the past.
Also, this is the first time the City has ever been called to
investigate a sewer problem on 7th Street since 1978 when we
started keeping records of backups.
