SUBJECT: RIVERBANK MATCHING
The City annually applies for a grant from the Sherburne County
Soil and Water Conservation District to install rip-rap along
the Mississippi River for the protection of the riverbank in
the downtown area. The City was not successful with its 1990
grant application. The City was successful in its grant
application in 1991. The City was not successful in its grant
application in 1992, but we are optimistic that we will be
successful in 1993. It is difficult for the City to obtain a
matching grant every year, but expectations are high that we
will be successful on an every other year basis and maybe more
frequently if additional grant funds are available. The City
has slightly decreased its request from $17,500 in previous
years to $17,000 in an effort to receive a more favorable
rating.

Action is requested by the City Council to approve this
application and to make a commitment to finance the $17,000
matching fund requirement if we are awarded a grant. The local
match monies would have to come from the City Capital Projects
Reserve or a similar reserve fund as designated by the City
Council.

1993 Mississippi River Bank Erosion
Elk River, Minnesota
Description of the problem: (include photographs of the project site)
Rip rap is currently located approximate~y 300 feet west of the
Elk River Bridge over the Mississippi River. Erosion continues
to occur where the existing rip rap ends. We are requesting
funding assistance to further mitigate .these erosion problems.
Project Objectives:

(1) . To control existing erosion problems along the Mississippi
River and protect the river bank.
(2) To allow further City planning to continue for a boardwalk
and park along the Mississippi River, as shown by
attached map.

This project would be a continuation of a previously funded
SLR Project in May 1991. This project allowed placement of
rip rap from the Elk River Bridge to the west. This application
would allow extension of this rip rap further to the west.
Rip rap is the most cost effective solution to the problem.
. Project Timetable: (Include a projected completion date)
Upon approval of the SLR application, the City would seek bids
from private contractors. We would plan to construct the
improvement as soon as possible following bids at a time when the
water level is low. The 1991 project was constructed in the winter.

problem is corrected), or is just the effect of the problem being
corrected?
(b) What is the extent of on-site and/or off-site damages? (Use
quantifiable terms such as cost to clean out road ditches or tons of
soil loss).
(c) Is the problem causing area under control of the local sponsor?
(d) Identify public benefits resulting from the completed project?
a) The placement or rip rap would provide a long term solution to
areas with current erosion problems. Erosion has steadily
continued north of the project completed in 1991.
b) The bank is severly eroded with a number of dead trees and holes
in the riverbank. Floating debris covers the area of erosion
during peak flows of the River. We would estimate a tremendous
amount of soil is carried into the River, but it is difficult
to put a quantifiable estimate on the problem.
c) The land adjacent to the River is owned by the City of Elk River.
d) We would see at least two public benefits from completion of
this project. The first benefit would be to save the Riverbank
and minimize erosion polluting the Mississippi River. The long
term benefits of saving the Riverbank is to allow the City's plan of
construction a boardwalk and park along the MIssissippi River.

I (we), the undersigned, do hereby request cost-share assistance to help defray the cost of installing the
SLR practices as listed below. It is understood that:
1. SLR Practices Installed with Cost-Share Assistance Shall Be Properly Maintained. If the proj-
ect is removed, or modified, during their minimum effective life ( years) without consent of the Soil and
Water Conservation District, the land occupier shall be liable for monetary damages, not to exceed the
amount of financial assistance received from the district. If title to this land is transferred to another party
before expiration of the aforementioned effective life, it shall be the responsibility of the land occupier who
signed this contract to advise the new owner that this contract is in force.
2. Practices must be planned and installed in accordance with technical standards and specifications of
Mn/DOT

Items of cost for which reimbursement is claimed on form SWCB-6 are to be supported by
