At the last Park & Recreation meeting on February 3, 1993, the
Commission offered some comments on a number of City issues.
These comments are summarized in the following paragraphs.

Regarding this joint meeting, I anticipate that there will be
other non Park and Recreation Commission items that need to be
addressed by the City Council, but the focus of this meeting
will be a parks and recreation discussion between the
Commission and Council. No agenda items have been established
for this joint meeting, however, it is appropriate that Jeff
Asfahl, 728 Area Recreation Coordinator, be in attendance to
present his annual report on the status of the program,
accomplishments from last year, and goals for 1993.
The Commission acknowledged the resignation of Byron Houghtelin
and recommended that the City Council advertise this vacancy.
Byron's term expires on 12/31/93. This all male Commission
expressed a strong desire for some diversity in its membership
and Commission members were encouraged to recruit qualified
individuals to apply for the Commission.
Relating to this vacancy, the Commission concurred with
Councilmember Scheel that something needs to be done with the
terms of the Commissioners. Recruiting new Commissioners in
the Christmas season has not been very successful.
Additionally, the planning work year for the Commission tends
to begin in the fall and end in the spring, with the
Commissioners taking a break from meetings during the summer.
How and when this term expiration issue should be adjusted is
open to discussion.

The Commission accepted a request from the American Legion to
place flags at the entrance into Lion's Park off of Jackson

The Commission accepted a request from the American Legion to
place flags at the entrance into Lion's Park off of Jackson
Avenue. The flags would be on permanent poles and the American
Legion would like to have this project completed before
Memorial Day. The Legion will be responsible for most of the
work and expenses related to this project. The American Legion
traditionally uses Lion's Park as part of its Memorial Day
activities.
The Council should consider a motion supporting or approving
this project.
The Commission indicated that they would strongly support a
park at the EDA site if no building project materializes. The
Commission felt that this green space area would compliment the
downtown area very nicely and may turn into a very nice
permanent park environment for the long term benefit of the
community. A park in this area would certainly allow more
emphasis to be put on the Mississippi River.
