JOINT MEETING
A joint meeting of the City Council and Planning Commission is
scheduled for 9:00 a.m. on Saturday, February 27, 1993, at the
Elk River PUblic Library. Coffee and rolls will be provided
and the Council and Commission are encouraged to come casually
dressed as a tour of the new City Hall/Police Department
facility is scheduled following the joint meeting.

Prior to the 9:00 meeting, Fire Chief, Russ Anderson, will have
the City of Rogers Fire Department equipment van on display in
the parking lot of the Library. This van is very similar to
the one which Russ would like to purchase for Elk River and
having this van available may help answer some questions
regarding the special needs associated with the Fire Department
equipment van.
Additionally, after the joint meeting and after the tour of the
new City facility, a Fire Department training session is
scheduled with the burning of a two-story structure. The
structure is in the northwest corner of the Cretex property at
the east end of Meadowvale Road, just off of Upland Avenue.
This burn is sched~led to take place at approximately 1:15-1:45.
The agenda for the work session is rather ambitious. All of
the issues may not be able to be discussed in as much detail as
desired in the two and one-half hours scheduled for the joint
meeting. The work session is planned to be very informal with
Councilmembers and Commission members being encouraged to ask
questions at any time regarding the topics discussed and also
to add issues to the agenda that need to be addressed.

In general, City Attorney, Peter Beck, will be discussing
agenda item #3. Some of his presentation on subdivision and
zoning issues overlap with agenda items 4E and F, but Peter
will emphasis the legal framework for these municipal
development tools rather than discussing the planning
implementation role of these city ordinances. Peter's
presentation on Minnesota Chapter 462 will include some
comments regarding city conditional uses, variances, zone
changes, possible Council actions on applications, state laws
in relationship to the City enforcement, and the public hearing
procedures.

~ Discussion of agenda item #4, City planning and implementation
tools, will mainly be the responsibility of Consulting City
Planner, Bill Weber, from BRW, Inc. The focus of this
discussion will be to review the goals of Growth Management for
the City and how this can be accomplished through the
implementation of City plans and ordinances. Bill's
presentation will concentrate on following the City guidelines
that are currently in place or changing these guidelines to
more accurately reflect the philosophy of the current City
officials. A well planned and managed community allows for a
more well developed and full service community.
Agenda item #5 calls for a more brief update on some of the
other agencies that affect the decision making process in Elk
River.
Under the Agenda item #6, Discussion of Other Planning Issues,
a few items need to be briefly reviewed including a proposed
update of the City Comprehensive Plan later in 1993. The GMP
was adopted in 1988 and most Comprehensive Plans need to be
updated every five years or so. Additionally, the newly
proposed Business Park zoning district needs to be briefly
mentioned, along with the revised City approach for dealing
with for PUD rezoning applications.
