TO: FROM: MAYOR AND CITY COUNCIL PATRICK KLAERS, CITY ADMINISTRA~~ FEBRUARY 26, 1993 1 SPECIAL MEETING DATE: SUBJECT: Consideration of the final plat for Heritage Landing and review of the feasibility study was scheduled for this City Council meeting. This issue was deleted from the agenda based on staff review of the feasibility study and some questions that could not be addressed because the City Engineer was out of town. It is anticipated that all of the staff issues can be addressed by City Engineer, Terry Maurer, when he returns on Monday, March 1. However, this does not allow sufficient time for the City Council to review the feasibility study prior to the City Council meeting the evening of March I, 1993. . Staff advised Mr. Kincanon and Mr. Chuba, owner and developer of Heritage Landing plat, that the final plat and feasibility study for municipal improvements could be considered at the March 8, 1993, meeting. However, neither Mr. Chuba nor Mr. Kincanon are available on March 8 and both desire at least one representative in attendance when the City Council reviews the final plat and feasibility study. In order to not needlessly delay this final plat and feasibility study and therefore, to not needlessly delay the ordering of plans and specifications and bids for the public improvements, staff is suggesting that the City Council try to hold a special City Council meeting later during the first week of March. This special meeting could be held at 5:00 or 5:30 and should take no longer than 45 minutes. A meeting on either March 3, 4, or 5 should provide the Council with sufficient time to review the information relating to the final plat and feasibility study. This assumes that the material is available for the Council at the March 1 meeting. Either Mr. Kincanon or Mr. Chuba will be at this 3/1/93 meeting to discuss the special meeting request with the Council. Typically, during the spring and late fall of each year, a special meeting or two is held by the City Council to help accommodate various development proposals.
