The following items were considered by the Park and Recreation
Commission and recommended for the City Council:
Consider Field Maintenance Vehicle for Summer
Recreation Fields: Commissioner Joe St. Dennis moved to
recommend to the City Council that they commit $1,500 from the
Park Capital Equipment fund for the Street/Park Department to
buy the components to retrofit a golf cart vehicle with a new
engine, drive line and paint striping equipment. Commissioner
Rohlf Anderson seconded the motion. The motion carried 5-0.
Consider Plant A Tree Day

Commissioner Dana And~rson moved that the Park and Recreation
Commission endorse the idea of items 1, 2, and 3 with Winnetka
Tree Farms and with the recommendation that the City Council
consider item 4 with restrictions of two trees per property
owner and a maximum of $2,500 in City reimbursements for 1993
tree plantings. The trees would have to 1 1/2" trunk diameter
or larger, planted more than 10' but less than 20' from the
curb line, be of an approved species, and the trees do not have
to come from a specific nursery. Commissioner Clair Olson
seconded the motion. The motion carried 5-0.
Location of Water Treatment Building
Commissioner Clete Lipetsky moved to recommend to the City
Council that the water treatment building be located as near
the water tower as possible (see Maier Stewart 2/19/92 fax
copy, page 2). Commissioner Rohlf Anderson seconded the
motion. The motion carried 6-0.

SUBJECT: RECREATION FIELD MAINTENANCE
VEHICLE
The 1994 program for the 728 summer recreation includes
maintaining the new fields at the Community Education site, as
well as, the fields that are located on the School District
property. A committee comprised of Jeff Asfahl, Pat Klaers,
Roger Hanson, Mike Hanlon, Charlie Blesener, and Phil Hals have
been meeting to develop policies and procedures to maintain the
fields for all summer recreation programs. The materials will
be funded by the associations and the maintenance labor will be
funded by the Area Wide Recreation Program. The only item left
to consider is a vehicle to drag and line fields. The
Street/Park Department feels that they can retrofit a golf cart
with a new engine and drive line and paint striping equipment
for about $1,500.

Does the Park and Recreation Commission support spending $1,500
from their Capital Equipment fund to make such a unit available
for recreation fields?

SUBJECT: PLANT A TREE DAY
Representatives from Winnetka tree farm in Brooklyn Park would
like to involve the City of Elk River in a program to encourage
residents to plant trees. This is how it works:
1. The City advertises an evening tree seminar. A City staff
member and a person from Winnetka Tree Farms put on an
hour long class on tree choices, proper planting
techniques and safety concerns.
2. Residents who attend the seminar are given a coupon good
for an additional 20% off tree sale prices at Winnetka
Farms for the tree sale on April 24 and 25.
3. The City can use the dollar value of this sale towards the
designation of official "Minnesota Tree City," without
actually expending City funds.

In addition, if the City wanted to offer a $25.00
reimbursement to residents for each tree of 1 1/2"
diameter or larger that they planted on their property
that was located within 20 feet of the curb line. A
consideration such as this has merit in that the City
would gain boulevard trees and not have to plant or water
them and the property owners would gain front yard trees.
The Park and Recreation Commission should consider this
proposal and make a recommendation to the City Council at the
joint meeting on 3/8/93.

SUBJECT: WATER TOWER AND FILTRATION
BUILDING
The 1992, the City had a well drilled just west of Gary Street,
across the street from Orono Park and now plans are underway to
build a water tower and a water filtration building on the "E &
o site" between Gary Street and Hudson Street. There is a
meeting scheduled for Tuesday, March 2 regarding these issues
and staff will have handouts available for the Park and
Recreation Commission on 3/3/93.
