TO: MAYOR AND CITY COUNCIL FROM: SUBJECT: PATRICK KLAERS, CITY AD~~T~TOR MARCH 5, 1993 ~~ PLANNING POSITION DATE: At the last City Council meeting on 3/1/93, the City Council reviewed the need for some type of planning position within the City organizational structure. At this meeting, I was requested to provide some background information on the options for a planning position. In this regard, the following information is attached for your review: CITY ORGANIZATIONAL CHART - This organizational chart is somewhat outdated and I have penciled in the Economic Development position, the emergency preparedness duties, and the environmental duties. This chart should give you some generalized information on the current organizational structure of the City. . 9/24/90 ORGANIZATIONAL CONCEPT This handwritten attachment outlines the "director" positions or "super department head" positions that would oversee the existing City department heads as outlined by the City Council at the 9/24/90 meeting. The idea of implementing the community development/planning director or super department head position was rejected by the City Council at the last mee~ing on 3/1/93. BUILDING AND ZONING CHART This chart identifies the current general categories under the direction of the Building and Zon,ing Administrator. BUILDING AND ZONING DUITES This chart provides an overview of duties and some examples of duties underneath the categories which are the responsibilities of the Building and Zoning Administrator. A "general" category is added to this page which did not show up on the previous building and zoning chart. This is not an all inclusive list and its is not intended to show all the specific duties. This information is from my point of reference and I am sure Stephen could provide much more detail on the d~ties and categories. . CITY PLANNER AND BUILDING AND ZONING ADMINISTRATOR CHART This chart is identical to the previous one with the concept of wh~t duties would be under the jurisdiction of a City Planne~ and what duties would remain under the jurisdiction of the Building and Zoning Administrator. This assumes the City Planner would report to the City 720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 . Administrator and not take his/her direction from the Building and Zoning Administrator. ZONING ORDINANCE This attachment is the table of contents from the City Code for the zoning ordinance and the building and land use development ordinance. This table of contents should provide the Council with some generalized information of what work is required within these areas of responsibilities and maybe even the amount of work that is expected to be completed. JOB DESCRIPTIONS Attached are the job descriptions for the Building and Zoning Administrator, the Zoning Assistant, and the Recycling Coordinator. This information should also provide the Council with some background on the different duties of the three positions as they existed in 1991 and 1992. . PLANNING POSITION DESCRIPTIONS - Attached are the brief position descriptions and pay ranges for these positions as identified in the Metropolitan Area Salary Survey and the League of Minnesota Cities Salary Survey for 1992. The salary information is somewhat relevant, but more important are the skill levels, examples of duties, and minimum qualifications information for the various planning positions. As I indicated at the 3/1/93 meeting, the City Council has a wide range of options available to them in establishing a planning position. This includes various degrees of work responsibility, titles, and pay ranges. THE ELK RIVER PAY RESOLUTION - This final attachment is the City of Elk River 1993 wage scale. This is offered in order to provide the City Council with an idea of what pay range they may be looking at if they decide to direct an staff organizational change in the planning and building and zoning areas. At the 3/8 City Council meeting, I will be prepared to discuss each of the attachments in as much detail as desired by the City Council. As you can tell by the attached material, there is no one perfect staff organizational structure and the City Council can adjust the Elk River organizational structure at any time in any manner it feels is most appropriate. Position Title -- Building and Zoning Administrator ~ Department -- Building and Zoning FLSA Status -- (X] Exempt ( ] Non-Exempt Summary Description Direct and coordinate the operation of the City's building and zoning department. Supervise enforcement of the City's zoning, subdivision, sign ordinance, and building code. Serve as staff liaison to the City's Planning Commission. Duties/Responsibilities 1.) Code Enforcement -- Manage the implementation and enforcement of the City building code, zoning ordinance, subdivision ordinance, sign ordinance, and development agreements. 2.) Planninq -- Coordinate activities for the Planning Co~~ission, schedule Planning Commission meetings, determine order of business, and assemble agenda. Receive and respond to correspondence for the commission. e 3.) Plan Review -- Review development plans and requests, coordinate plan review meetings, analyze site plans for compliance, perform design review for building plans, check completed projects for compliance with approvals. Analyze and review rezoning, variance, conditional use, special use and subdivision requests to formulate recommendations. 4.) Public Relations -- Disseminate planning information to the. public by responding to questions from developers, citizens, civil groups, and neighborhood groups regarding specific and overall City development plans. 5.) Supervisor -- Manage and evaluate the job performance of building and zoning employees, coordinate and assign related work load. Assist in the selection of new employees. Supervisors will be responsible for providing written and oral employee evaluations of employees in their department. 6.) Environmental Coordinate and respond to the City's environmental issues, including municipal solid waste and recycling management. 7.)
