AWARD
The MPCA started issuing Certificates of Commendation back in
1978. The City of Elk River received its first award in 1979
and have received a total of nine awards.
At the present time, there are 1,240 eligible treatment plants
in the state, and this is the first year they have given more
than 100 awards.
To receive an award you must do the following:
1. Be in compliance with all the terms of your NPDES permit
at all times.
2. Discharge monitoring reports must be correct and submitted
on time.

3.
You must employ an operator certified at least for the
appropriate class of your facility.
4. Your facility must not be the subject of any formal
enforcement action.
5. All inspections done during the year must not indicate any
operational or compliance problems.

Dear Mayor Duitsman:
Congratulations on the outstanding operation, maintenance and management of your
wastewater treatment facility during 1992. Our records indicate that your
facility was in compliance with its permit requirements during the entire year.

The Minnesota Pollution Control Agency would like to recognize your
accomplishment by presenting a Certificate of Commendation to you and one
representative of your operating staff at this year's Annual Vastewater
Operation's Seminar. A second certificate will be mailed directly to you by
separate letter.
The Seminar will be held from March 17 to March 19, 1993, at the Thunderbird
Hotel and Convention Center in Bloomington, Minnesota. The hotel is located at
2201 East 78th Street (exit Highway 494 onto 24th Avenue and go south one
block) .
The presentation of the Certificates of Commendation will take place during the
General Session, which begins at 9:00 a.m. on Vednesday morning, March 17. The
first rows of seats will be reserved for award recipients.
