Attached for your information is a memo from Maier Stewart and
Associates regarding the designation of additional/future roads
in the City as MSA streets and the resolution which authorizes
this designation. Also attached is a map showing the streets
that need to be added to the MSA system and a map showing the
overall MSA system in the City.

The designation of the additional mileage as MSA streets in Elk
River is necessary in order for the City to receive the maximum
funding that is allowed for future street improvement projects
and for annual maintenance activities. The legalities
regarding which City streets can be MSA designated streets were
reviewed with the qity Council at the 1/18/93 CIP work
session. The designation of MSA roads in the City can change
unless funding from the Municipal State Aid system has been
used for the improvement of the City MSA street. Therefore, if
priorities change for the City Council, the designation of a
MSA route can change unless the City spends MSA monies for the
improvements of these streets.
The requested designa..1;ion is logical, helps complete the City
street system, and just happens to coincide exactly with the
amount of mileage that the City has eligible to be added to the
MSA system. Staff recommends approval of the attached
resolution which establishes 183rd Avenue and Joplin Street as
Municipal State Aid streets in Elk River.

RE: MUNICIPAL STATE AID SYSTEM
Dear Mr. Klaers:
The City currently has 144.06 miles of roadway, of which 21.11 miles are designated as
Municipal State Aid (MSA) routes. Using computation standards provided by the State, the City
can designate an additional 1.36 miles of roads to the MSA system.
Through discussion with MnDOT District State Aid Engineer Mike Tardy, we recommend that
the City Council consider placing 183rd Avenue NW from Joplin Street to Waco Street (1.02
miles) and Joplin Street from 183rd Avenue NW to Mississippi Road (0.24 miles) on the MSA
system. A location map is attached. These roads will undoubtedly become important roadways
in further development of the western area of the City.
Please find attached a resolution adding these two roadways to the City's MSA system. This
resolution should be reviewed and considered by the City Council at the next available Council
meeting. Please forward an original and two copies of the executed resolution to me and we
will process it through MnDOT. Please contact either Terry Maurer or myself if you have any
questions.

RESOLUTION 93 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RSOLUTION ESTABLISHING 183RD AVENUE AND JOPLIN STREET
AS MUNICIPAL STATE AID STREETS
WHEREAS,
it appears to the City Council of Elk River, Minnesota, that the roads hereafter
described should be designated as Municipal State Aid Streets under the provisions
of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of Elk River, Minnesota, that the
roads described as follows, to-wit:
183rd Avenue NW from Joplin Street westerly to Waco Street NW, and Joplin Street
from 183rd Avenue NW southerly to Mississippi Road, be, and hereby are
established, located and designated Municipal State Aid Streets of Elk River,
Minnesota, subject to the approval of the Commissioner of Transportation of the State
of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk of Elk River, Minnesota is hereby authorized and
directed to forward two certified copies of this resolution to the Commissioner of Transportation for
his consideration, and that upon his approval of the designation of said road or portion thereof, that
same be constructed, improved, and maintained as a Municipal State Aid Street of the City of Elk River
to be numbered and known as Municipal State Aid Street Numbers 129-010 and 129-020.
