TOBACCO POLICY

The City has had an informal policy that there is no smoking in
City Hall during business hours. Since we are moving to the
new facility, I feel it would be appropriate for the City
Council to consider formal action on the use of tobacco in the
new building. I don't think it is necessary to go as far as
the School District has gone in terms of making the entire
property tobacco free, but certainly with all of the discussion
on health problems associated with tobacco and second hand
smoke, along with the City having a wellness program being
considered and a wellness room in the building, it seems
appropriate to make the new facility tobacco free.

I have not prepared a resolution regarding this topic, I think
a simple motion by the City Council is sufficient. In this
regard, I recommend that the City Council adopt a motion that
calls for the new City Hall-Police Department building
(includes garage) to be tobacco free. It is recommended that
this motion not make any reference to business hours and that
the building be tobacco free 24 hours a day, seven days a
week. By making only the building tobacco free, employees and
the public are still allowed to smoke or chew tobacco outside
of the building, but on City property - i.e. during work breaks
or breaks from City Council meetings.
