1:vIr. Bass \vould like the Park and Recreation Commission to consider a "class 4" fee
structure regarding the rental of the Trott Brook Farms Barn for civic non-profit
orgaruza tions.
6. Recreation IvIanager's Report - Bill:Lvlaertz
Director of Parks and Recreation, Bill :tvfaertz presented to dle Commission that the Parks
and Recreation Department scheduled 70 hours of field use, 65.5 hours of indoor facility!
use, 50 hours at dle Program Facility and 8 hours of park use.
1:Vlr. :Lvlaertz shared d1at it has been "all hands on deck" \vith dle purchase of Pine\vood Golf
Course. ~\n additional page for dle golf course 11as been created on the city's \vebsite.
:tv'!r. :tvIaertz reported d1at dle Safe Schools Committee has been Ineeting regularly and
provides net\vorking and resources for before, during and after school hours youth events.
I:vIr. Tvlaertz shared the Senior Center monthly update.
7. Director's Report - Bill Tvlaertz
Director of Parks and Recreation, Billlvlaertz shared an update regarding the Park
Dedication fund balance.
IvIr. 1\laertz shared that staff requested $675,000 in grants from DNR and have been notified
about doing a pre-a\vards tour in :tvJay.
l:v1r. :tv'faertz shared d1at bid openings for Rivers Edge Commons took place on Ivlay 9 and
staff \v-ill have to look at reducing the cost due to the bids coming in higher than d1e
es rima te.
11r. lvlaertz shared tl1at the Library construction project \vill break ground in October 2006.
8.1. Communitv Events - Hinote's Hero's
Brian Tllompson, representing Hinote's Hero's, a cllarity dlat raises money for the
Children's Hospitals in :Nlinneapolis and Den"ver by Dan Hinote \Vll0 is a current
Colorado .[\..valanclle player and an Elk Ri\Ter graduate \vould like to reserve the entire
Orono Park on July 22, 2006 and have the fees \'lai\Ted to assist dlem in lo\vering
dleir cost.
COlll1nissioner _Anderson supports the request ho\ve\Ter \vould like to knO\V if
Hinote's Hero's \vould take on any additional costs d1.at come up sucll at needing
extra toilets bought out to the site.
IvIr. Tllompson stated the charity would be \v-illing to pay for dlose services and
\vould be able to clean up the park after the e\Tent.

Nll. Tllompson shared that the e\Tent ,vill be shuttling attendees from the local hotel
to tile park and later in the evening to the Elk River Bo\vl. The cllarity is also
\vorking \vidl the police regarding serving alcohol and that the nUlnber of people
attending dle acti'Tities at tlle park \vill actually be around 100 and \vill hopefully grO\V
eacll year after dlat.

HINOTE'S HERO'S CHARITY EVENT ON JULY 22, 2006. MOTION
CARRIED 4-0.
8.2.i\ Land Use Cases - Final Plat i\pproval of Shores of Briat\vood 2nd Addition
Chris Leeseberg, Planner/Park Planner presented information regarding a request to create a
single lot subdivision. Staff recolll1nends park dedication be paid in form of cash at the rate
applicable at the time of fmal plat appro'val.
MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY
COMMISSIONER ANDERSON TO RECOMMEND ACCEPTING PARK
DEDICATION CASH AT THE RATE APPLICABLE AT THE TIME OF FINAL
PLAT APPROVAL, FOR ONE LOT. MOTION CARRIED 5-0.
S.3..i\.. Policy Issues - Babcock Ivfemorial Park
Director of Parks and Recreation, Bill I:vfaertz shared a proposal for the City of Elk River to
assume maintenance of Babcock T:vfemorial Park. The Department of Transportation has
decided to no longer maintain the park '\vith the intentions of closing off the parking area.
Staff has had conversations \v-ith IvfnDOT staff about the City of Elk River assuming
maintenance and operation of the park.
1vIr. Ivlaertz shared that Babcock Park has an historic significance as '\veil as being a valuable
asset \,~dl d1e river access and a possible future trail link to Rivers Edge Commons. The
approximate cost \vould be $1650 per year for portable restrooms and ground maintenance.
Staff \vould pursue grants to help pay for restoration.
Commissioner NystrOlll asked if this \vould be a year to year agreement.
1vIr. 1:vIaertz stated it \vould be an on-going limited use permit.
Commissioner Niziolek stated that it is a \vonderful opportunity and that for the first year
the city should have a strong presence and have a grand opening.

CITY ASSUME MAINTENANCE OF BABCOCK MEMORIAL PARK. MOTION

8.3.B. Park Na1ne for Barsody purchase
Director of Parks and Recreation, BilllvIaertz shared potential names such at .i\1ba Ridge
Park, Diamond Park, Pioneer Park, Brookvie\v Park, Sunset Park and Northern Lights Park;
for the ne\v park name. Staff is ordering ne\v park entrance signs and needs a name for the
property.

ALBA RIDGE PARK. MOTION CARRIED 5-0.
S.3.C. Trail Plan Update and Revision
Director of Parks and Recreation, Bill IvIaertz shared updates and revisions to the trail plan.
COll11n1ssioner Niziolek stated he is concerned about the legality of putting trails next to
ditches on the eastern half of the city. Not kno\Vmg \vhat the future holds there are a
significant amount of trails planned and \vould not \vant to see it not happen because of
poor planning.
I\1r. 1:vIaertz stated that staff can take a look at \vhat other counties and cities are doing in the
area ho\vever City Council \vould like an updated plan to \vork \vith \vhen making decisions
regarding future developlnent.
Commissioner ..L\nderson asked if d1ere \vould be any harm in leaving the plan as is regarding
the County Road 1 trail and if it can be changed in the future \vhen needed.
Commissioner Niziolek stated concern over there needing to be a pedestrian crossing near
the gravel pit area and \vould like to see a snap shot plan of \vhat surrounding corrununities
are doing and ho\v \ve connect to them.

COMMISSIONER PETERSON TO ACCEPT THE UPDATED TRAIL PLAN
CONTINGENT UPON SUGGESTED CHANGES BEING INCORPORATED
INTO PLAN. MOTION CARRIED 5-0.
8.4...(\. Discussion Items - Dog Regulations: Education and Enforcement
Director oEParks and Recreation, Bill IvIaertz asked dle commission members for ideas on
ho\v to educate and enforce the cities dog regulations.
Commissioner i\nderson stated he had been approached by concerned citizens asking for
additional signage and educational enforcement regarding dog regulations.
Chair Polston-Hark suggested putting the information in tlle city ne\vsletter to refresh
peoples memories about the regulations.
{vir. I:v1aertz stated he \vould have it put in the cities ne\vsletter and the Parks and Recreation
Program Guide.

8.4.B. Discussion Items - .i\T\T Traffic
Director of Parks and Recreation, Bill TvIaertz asked the commission members for ideas on
ho\v to educate and enforce the cities _A TV regulations. ...A.. 1\T's are prohibited in all cit~y
parks and a good portion of the city.
Chair Polston-Hark suggested using the city ne\vsletter and program guide for the education
on the .l-\ DT regulations as \veil.
