3.0. SR 04-12-1993 ITEM 3. TO: MAYOR & CITY COUNCIL PARK & RECREATION CO SUBJECT: WELL #4 AND BACKWASH POND FROM: PAT KLAERS, CITY DATE: APRIL 8, 1993 The City Council briefly reviewed this issue at its 4/5/93 meeting as did the Park and Recreation Commission at its 4/7/93 meeting. Based on the limited information that was available, it was the general opinion of both groups that the Orono Park area, on the west side of Gary Street and south of the apartments, is not an appropriate location for a water department backwash drainage pond. Utilities Superintendent, Bill Birrenkott, has expressed concern that not all of the information related to this proposal was presented. Bill requested that he be able to present information on this issue to the City Council and the Park & Rec Commission. Accordingly, Bill is on this agenda to present information related to the backwash pond. . Attached for your review is a memo from the City Engineer on the proposed backwash pond, some handwritten notes regarding the proposed backwash pond, and a few sketches showing the general location and size of the pond. In general terms, the backwash pond will be located in the vicinity of the drainfield of the apartment complex. (The apartment complex is required to hook up to sewer and water this summer.) There is no doubt that a backwash pond is more economical in the short run. However, a holding tank within the building may have some long term benefits. The holding tank may facilitate recycling the water in the future. Recycling of the water cannot take place now because the water system is not chlorinated. At the old City Hall site (creamery site) the water is "flushed" directly into the sanitary sewer system. At this new well site, if a pond is constructed, no water would flow into the sanitary sewer system. If the water was retained in a concrete tank in the building, then the water would be discharged during off peak sewer periods into the sewer system. No charges will be made to the Utilities for the discharge into the sewer system, but it will be noted in our City Audit as a contribution to the Water Utility. . The biggest issue with this backwash pond, is the question of whether or not this fenced-in pond area is appropriate for a park...either the Orono area-wide park or a neighborhood park. By this I mean we are proposing a well and tower some time in 720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 . . . the next few years in the Hillside Addition. Is this location also appropriate for a backwash pond or would a tank be required in this residential neighborhood? It seems that a pond would further erode the area available for park activities in either park vicinity. No plans are finalized for what will happen in Orono Park, but certainly many options. have been discussed and some alternative will be implemented as time and money allows. Qriginally, the \Vater treatment facility was designed with a concrete basin below the building which has a volume of 108,000 gallons. This will allow for the complete bachvashing of the filter, storage of the 'Miter used, and then a metered discharge to the sanitary sewer system. This design allows for backViashing at any time without overloading the sewer system. The basin is also large enough so that, once the entire water system is chlorinated, the backwash water could be reclaimed through the water treatment facility. Elk River happens to be one of the few locations in the state which has native soils capable of accepting large volumes of backwash water and percolating them into the ground. The City of Anob has seven water treatment facilities, six of which utilize ponds to dispose of backwash water. Investigating this option, we have determined that a ponding area would require an area approximately 100 feet by 108 feet. The pond would be eight feet deep but would only fill to a depth of six feet every time the filter is backwashed. This is a volume of approximately 100,000 gallons, depending on length of backwash.. According to John Norgren of the City of Anoka, their ponds drain down in about a day. We estinlate Elk River will backwash this filter 1~2 times a week, depending on water usage. We visited one of Anoka's sites at 5th Avenue and East River Road. The backwash water is very turbid, having a brownish iron color. Mr. Bill Birrenkott April 7, 1993 Pdge Two The construction of a pond would reduce the initial construction cost by an estimated 563,000. This is due to the elimination of the basin below the building. This estimated reduction in cost assumes that the approximately 0.25 acre of land for the pond has no value. Another cost savings, which is harder to quantify, is the value of treating at the wastewater treatment plant approximately 150,000 pllons per week of backwash water. Of course, this would be eliminated in the future if the backwash water was reclaimed. As we discussed, from strictly a cost-effective engineering perspective, we believe a pond is the best alternative. From an initial cost standpoint, it certainly is the least costly alternative. However, there are other issues involved in this decision such as safety, liability, aesthetics, and environmental sensitivity. These other issues may outweigh the issue of least costly alternative.
