In March, the City Council had a number of discussions
regarding Park Dedication requirements when property and cash
are both requested from a developer. Attached for your review
is a memo I sent to the Park and Recreation Commission
regarding a possible formula to use when both cash and land is
requested. At the 4/7/93 Commission meeting, the formula as
outlined was accepted and was recommended to the City Council.

6. CONSIDER CHANGES TO PARK DEDICATION FEE STRUCTURE
An issue has recently surfaced regarding Park Dedication
Fees when a property owner is requested to provide some
land and some cash. Typically in the past the City has
accepted all land or all cash. As more plats develop, and
as the City implements its Master Park Plan, we will see
cases where the City requests part land and part cash from
a developer. The issue on this topic is how to determine
the credit a developer receives in its cash contribution
when some land is also provided to the City.

A simple mathematical approach may resolve this issue.
For example, it has been determined that 10% land
dedication of a plat is reasonable and this is the
guideline in our City ordinance. If a plat of 40 acres
has a reasonable park dedication requirement of 4 acres
(10%), but the City only desires 2 acres (50% of the
maximum land requirement); then it seems logical that the
$400 per lot cash contribution requirement should be
reduced by 50% or to $200 per lot. This approach
eliminates a lot of the judgement calls associated with
trying to determine the fair market value of the land
being dedicated to the City and then deducting this amount
from the maximum cash contribution. A more detailed memo
on this topic is provided by the Building and Zoning
Administrator.
The City Council desires Park and Recreation Commission
input on this topic. The only case where this has
recently happened is the Heritage Landing plat and trail
land dedication. However, we may see this with the
Moldenhauer plat or other development proposals in the
near future. The City Council indicated that dealing with
the Heritage Landing plat was a unique situation and it
was not a precedent setting situation. The Council is
looking for input from the Commission in the formation of
a policy.

Last week, the Mayor was notified that the State of Minnesota
is awarding the City $50,000 in grant monies for improvements
to Woodland Trails Park. Enclosed, you will find a breakdown
of the total grant application for Woodland Trails Park. Come
prepared to discuss how we can best use the grant money and how
we should scale the project back from $137,000 to $100,000. It
will be important for the Commission to have a recommendation
ready for the joint meeting with the City Council.

Recreation Grant Program has been approved in the amount of $50,000. As
always, funding was very competitive this year. The Minnesota Department of
Trade and Economic Development (DTED) received a total of 45 applications and
yours was one of eight selected for an award. Everyone involved in the
preparation of your application can be proud of a job well done.
DTED's Community Development staff will soon be providing information on the
implementation of your grant award and will assist you in achieving your
community development goals. While your grant award is contingent on the

6. Consider City Tree Program
Phil Hals presented a proposal from Winnetka Tree Farms for a program
that would allow residents an opportunity to purchase trees at a
reduced price.
COMMISSIONER DANA ANDERSON MOVED THAT THE PARK AND RECREATION
COMMISSION ENDORSE THE IDEA OF ITEMS 1, 2, AND 3 WITH WINNETKA TREE
FARMS AND WITH THE RECOMMENDATION THAT THE CITY COUNCIL CONSIDER ITEM 4 !
WITH RESTRICTIONS OF TWO TREES PER PROPERTY OWNER AND A MAXIMUM OF
$2,500 IN CITY REIMBURSEMENTS FOR 1993 TREE PLANTINGS. THE TREES WOULD
HAVE AN 1 1/2" TRUNK DIAMETER OR LARGER, PLANTED MORE THAN 10' BUT LESS

7. Consider Adopt a Park Program
Phil Hals presented an "Adopt a Park" program for City parks. It was
decided that such a program would not be a great financial advantage
for the City but could be an excellent public relations tool and that
the program development should go back to park staff for recommendation
for specific tasks for each park.

9. Update on LAWCON Grant
Phil Hals presented the LAWCON Grant information and explain that since
the grant amount was reduced from the original application, it was
necessary to cut back the project accordingly.

11. Staff Updates/Other Business
Phil Hals distributed a memo from Pat Klaers and it was the consensus
that the Park and Recreation Commission recommend another joint meeting
date since 3/8/93 would not allow much discussion time after the
regular City Council meeting. The joint City Council/Park and
Recreation Commission meeting agenda should include the following:

- Review 1993 Parks Capital Improvement project
- Implementation of the grant for Woodland Trails
- Discussion of terms of office for Commission members
- Discussion of outdoor ice facilities (per Larry Farber)

- Discussion on having Park and Recreation Commission Chair attend
the interviews for the future Park and Recreation Commissioner

SUBJECT: ADOPT A PARK PROGRAM
City's throughout the metro area are using an Adopt a Park
program, similar to the MnDOT Adopt a Highway program. The
only cost to the City would be the cost of signs that would
publicize the organization that adopted the park. These signs
would cost about $125 per park.
I would not envision asking volunteers to mow grass, prune
trees, or rake leaves, but volunteers could certainly collect
litter, pull weeds, or paint equipment. Tasks would have to be
age appropriate for the adopting organization.
