4.1. SR 04-13-1993 Memorandum -(I ITEM 4.1 . ElI( To: Mayor and City Council From: Thomas D. Zerwas, Chief of Police -r-~ ' Date: April 8, 1993 Police Department Subject: SECONDARY D.A.R.E. OFFICER Recently, I was visiting with Linda Fredrickson from Marketing Images of Elk River at a Chamber function. Linda assisted our department in 1992 by spearheading Lucky Duck Days for D.A.R.E.. The conversation was in regards to the D.A.R.E. Program and if the Elk River Police Department had any needs that she could assist with in aChieving our goals. I indicated to Linda our desire to have an additional D.A.R.E. officer in the secondary schools. This officer would conduct a course on D.A.R.E. for all of the 7th graders in the Independent School District #728. I indicated to Linda that this would be a great addition to our department; however, funds were very tight and we hadn't pursued it. . A couple weeks went by and I received a call from Linda; she indicated that she may have come up with a fund-raising event that could possibly support the Secondary D.A.R.E. Officer position. Linda indicated that the Suburban Northwest Builders Association had expressed their willingness to participate in an event called D.A.R.E. To Build A House In Seven Days. Linda indicated this event, after expenses, could possibly raise about $50,000.00 (fifty thousand dollars). I indicated to Linda that I would be very interested in pursuing this; however, I wanted the City Council's blessing before we pursued it further. Two meetings with Linda and Rick Olson took place after this discussion; Rick is affiliated with Rick Olson Seminars and had participated in a house building fund raiser in California where a house was built in seven days. These meetings also included city and school staff. At the last meeting on April 6th, 1993, it was decided that we should present this information to the City Council and seek their permission in pursuing this fund-raising event. At 'Open Mike' on April 13, 1993, Linda Fredrickson, Rick Olson, Linda Causton (ISD #728), and I will be present to discuss this with you. Also, I have included a proposal to Minnesota D.A.R.E. that Linda Fredrickson hand delivered on April 7, 1993. If this fund raiser is approved by the City Council and Minnesota D.A.R.E., Rick Olson would like to make a formal announcement at the Elk River Chamber of Commerce Luncheon on April 20, 1993. Paul, MN 55155 Dear Mr. Weidenfeller: We are writing to obtain the support of the Minnesota D.A.R.E. Advisory Council for our community efforts to create an unforget- table, landmark fundraiser. . The Elk River Police Department was the first to inaugurate the D.A.R.E. Program in the state of Minnesota. In keeping with that leadership role, we would like to be the first to initiate the D.A.R.E. program in our secondary schools. We have had many requests from parents and students, over the last couple of years, to install a reinforcement program at the seventh grade level. Need, has never been the issue - funding, was. Our department, along with residents, civic, and business leaders of our community would like to propose, for your approval, an event called, D.A.R.E. To Build a House in seven days. The profit from our house building event will go towards the salary of our secondary school officer. We are anticipating a profit between 30 to 50 thousand dollars. As you can well imagine, this will be a high visibility fundraiser. We expect participation from manufacturers, and building suppliers from allover the state, as well as our local Elk River Builders Assn. We may even make the national news. So, it is imperative we have your support. We would like to make a formal announcement to the business community at our Chamber of Commerce Meeting, April 20. We hope we have given you enough time. Fundraising week will be held in Elk River, to benefit School District 728. As part of the D.A.R.E. Awareness Week there will be a number of fundraising activities taking place. Approximately 40 retailers located throughout School District 728 will participate by wearing pins, "Ask Me How to Become a Lucky Duck?" and then asking people to Adopt-A-Duck. A small, plastic, floatable numbered, duck will purchased by people wanting to support the D.A.R.E. program. There is no set price for a dUCk, so any contribution is appreciated. The ducks float down the Mississippi River in Elk River on August 21. The winning duck gives its purchaser $500 in coupons and services from the local retailers, second prize is $200 and Third Prize is $100. As part of Lucky Duck Days the Elk River Lions sell Elk Burgers and donate the profits to D.A.R.E. There will be frog jumping contests to add to the excitement of the event. Participation is free. The winners get gift certificates from local merchants. All through Lucky Duck Week, under the direction of The Suburban Builders Assn., and a Community Steering Committee a house will be built and sold. All proceeds will go to D.A.R.E. (see attached detail). Also enclosed are samples of marketing pieces used to promote Lucky Duck Days i.e. T-shirt, button, duck, flyer. . . . It will incorporate innovative design and energy efficient features of the highest quality. It will be featured as part of our Parade of Homes exhibit, so everyone will have a chance to view the quality and workmanship. It will be a home our community will be proud of. (attached are sample homes as featured in the Builders Assn. Spring Home Preview). Costs and Expenses This project's success will rely heavily on the donation of time, talent and materials of all associated building businesses. Expenses incurred will be settled at the time of closing. Structure A Project Steering Committee will be created. It will consist of Two Project Leaders (one a professional event coordinator, and the other a profess~onal youth rally specialist who has coordinated a similar project in California to benefit youth ministeries). Special Task Forces under the Project Leaders will be: Builder Assn. - Will assign a General Contractor to orchestrate building the home. And, will work closely with the Generalf Contractor to assure availability of laborers etc. General Contractor - Will work with Donated Services Task Force to keep them aware of building material needs. Make recommendations of subcontractors to contact for the project. Give definition to the build schedule Work Force Coordinator - Take direction from the General Contractor as to labor needs and scheduling. Donated Services Task Force - Will be responsible for contacting businesses, manufacturers and other related building vendors for donation of their products, as determined by the General Contractor. . . . Publicity Task Force - Will be guided by the Project Leaders and the local paper editors. Food for Work Crews - This task force is responsible for coordinating seven different food days for the work crews i.e. MCDonald's, Hardees, Burger King, Subway Sandwich, KFC, and Domino's. Youth Activities Coordinator - This task force will be lead by several outstanding high school achievers. They will be spokesmen for the youth in the community and help coordinate youth participation where needed. All Steering Committee members will donate their services, there will be no reimbursement for time and talent. SUBJECT: MAYOR AND CITY COUNCIL :::::C:,K::::S, CITY ADMIN~~ SECONDARY D.A.R.E. OFFICER TO: FROM: DATE: On April 6, 1993, I attended a meeting regarding a project to raise funds for a secondary D.A.R.E. officer. If this fund raising project moves forward, the City would certainly be a willing participant in terms of waiving local building permit fees, SAC/WAC fees, and assuring a housing inspector is on site most of the time. This project would raise a lump sum amount in 1993 to finance a new and additional police officer for the D.A.R.E. program. A secondary D.A.R.E. officer certainly has benefits for the entire community and would be a very positive additional program. . However, a concern that must be reviewed relates to the ongoing expenses associated with a new police officer. The City currently is responsible for 58% of the expenses associated with the school liaison program and a new D.A.R.E. officer would be an addition to this program. If funds are raised in 1993 for the first year of this program, then the City may be obligated to finance the program in future years if additional funds are not raised. Furthermore, the school liaison program has been on the School Board list of projects to maybe cut/reduce if funding becomes tight. The City has to be concerned about absorbing future costs of a new D.A.R.E. officer or the public repercussions of eliminating a program initiated only a few years earlier through a public fund raising effort.
