ITEM #6.
TO: MAYOR AND CITY COUNCIL
FROM: PATRICK KLAERS, CITY ADMINISTRATOR
DATE: APRIL 9, 1993
SUBJECT: OTHER BUSINESS/STAFF UPDATES
I hope the Council work combined with the other business and
staff updates doesn't get too lengthy so we have to cancel our
plans to work on the CIP. The City Engineer and Finance
Director will be in attendance at this meeting. If Council
members feel there will not be much activity on the CIP at this
meeting, please advise me and I will give Lori and Terry the
night off. However, the Council should be aware that we are
meeting at 6:00 p.m. so we may have the opportunity to work on
the CIP for an hour or more.
The current list of staff updates includes the following:
- Update on the Utilities Commission recommendation from
4/6/93, plus a discussion on the need for a follow-up
joint meeting.
.
- Establish a meeting date(s) for review of city
engineering items including the Traffic Study, the
Drainage Study, the Assessment Manual, and the WWTS
expansion project.
Adjourn into an executive session on 4/13/93 to discuss
the police union negotiations.
- Discuss the City property north of the MnDot facility
(see attachment).
- Briefly review the Orono Lake Addition's letter and
survey (see attachment).
- Call the City Council meeting for 4/26/93 to begin at
6:00 p.m. for the Senior Citizen and Liquor Store
Annual Reports.
- If available, discuss with the City Council the training
room reservation and use policy and the wellness room
use policy.

(INCLUDING COVER SHEET)
MESSAGE: The City of Elk River has been approached by a developer to
purchase the parcel of land immediately north of the Mn/DOT facility on
T.H. 169. The developer's intended use would be single family residential.
. Prior to negotiating with this developer the City is wondering if Mn/DOT
has any plans for expansion of their facility which may require the
acquisition of additional land. The City's property is approximately
5 acres in size.
The City is interested in getting a definite '!yes" or "no" answer
as quickly as possible. However, a "yes" answer certainly does not
commit Mn/DOT to acquiring the City's property. A "no" will tell the
City that selling to the developer will not put Mn/DOT in a pinch later
relative to the size of their facility.
Please give me a call at your earliest convenience to discuss this.

Dear Orono Lake Addition Resident:
On Thursday, April 1, 1993, the City Council held an informational hearing with residents of
the Orono Lake 3rd Addition to solicit input as to whether or not there is interest in exploring
the costs of providing City utilities and new streets in the area. Approximately a third of the
homes in the 3rd Addition were represented at the informational hearing.
In follow-up to this informational meeting, the City Council requested you be sent the attached
packet of information which was presented at that meeting. In addition, we have been asked to
inform you there can be a substantial cost associated with repair or replacement of a failed on-
site sewer system.
Also enclosed is a brief questionnaire regarding the issue of City utilities and streets. Please
take a few minutes to fill out this questionnaire and return it in the self-addressed, stamped
envelope. Your opinions on this issue are important to the City Counell.
Sincerely,
MAIER STEWART & ASSOCIATES, INC.
