DATE: APRIL 29, 1993 SUBJECT: WORK SCHEDULE FOR MAY-JULY The following schedule is an estimate of time needed for this department to complete projects that are on the "drawing board" for this year. The labor day column represents one employee for one eight hour day. Twelve labor days could be a six person crew for 2 days or a four person crew for 3 days. The intent is to give the Council an accurate estimate of the size of these projects and the staff time needed for completion. I would ask that the City Council consider some sort of priority for these projects, bearing in mind that there will be some lost time due to weather and also a few projects that are not scheduled will demand some time. Employee vacations usually come during this time period too. . I plan to reserve the month of August for bituminous overlays and in-house seal coating because the weather is more favorable than September or October. The fall months will be dedicated to work on the Woodland Trails park under the grant we received and, if we are successful with the ISTEA application, we will have to start work on the railroad trail. As you can see, the Street/Park Department has a full schedule for the coming season and I would appreciate Council input on prioritizing. . P.O. NEW CITY HALL SITE Install irrigation system Plant trees and shrubs Fine grading for lawn Install lawn edging & rock mulch Seed grass Labor Days 36 10 6 8 2 With this scenario, we would fine grade the lawn area and seed it immediately with annual rye grass, and then proceed with the irrigation installation and landscaping. The rye grass will "green up" rapidly and will remain as the turf grass until August when we "slit seed" in the perennial turf grass. This is a duplication of effort to a certain degree, but it allows us to start grass growing while we are installing the irrigation system and the seed is much cheaper than sod. The two seedings would cots less than $1,000. The berm by the police garage will be enlarged during the trail grading operation. The second scenario would have us fine grade the yard and install the irrigation system as quickly as possible so that water would be available for the new grass. The sod would be for the area between the building and Orono Parkway, the building and Orono Road, and a 30' wide strip along the northwest side of the building and also the lake side. The cost to have sod delivered but not installed would be about $6,000. For the Street/Park Department to install the sod would add an additional 50 labor days to the project. To have the sod delivered and contractor intsta1led would be about $12,000. -. . . ORONO PARK Labor Days Grade the new park area 4 Grade the trail from Orono Parkway to Orono Beach 4 Install Class 5 on Orono trail 8 Install bituminous on Orono trail 12 Move fishing pier 4 Build steps to access fishing pier 10 Build handicap access ramp to fishing pier 30 The Orono trail will parallel the lakeshore from Orono Parkway to the beach at Orono Park with an extension from the beach area to the north end of the park up near the boat launch to be installed in late summer or early fall. The fishing pier relocation amount to many hours of work, but, in the long term, it is going to be an ideal location for the pier, putting it out of the swimming area, away from the boat launch, and near the trail for easy pedestrian access. We also have plans to install new drinking fountains that will be connected to City water in Orono Park, but that will have to be a fall project. The lot would be unusable for the entire two weeks and Jackson Place would also have to be closed during the reconstruction. . . . The Area Wide Recreation programs are planning on using these fields in early June which means all of the work should be completed by then except the bituminous paving and the trail system, either of which could be done at a later date. BOULEVARD TREES Plant 125 trees Labor Days 30 Last fall, the City applied for and received a grant from the Minnesota Releaf program to purchase $9,000 worth of trees with the City providing $9,000 worth of equipment and labor to plant and maintain the trees. The two areas for planting are the Westwood Addition and the new City Hall site. The trees are to be planted by June 1. DISPOSE OF SILICA SAND Gary Street Labor Days 6 As part of the well drillers bid last year, it was up to the contractor to level the material removed from the well on site, which is normally a truck load or two. Since the well excavation amounted to 1600 cubic yards, I thought it was in our best interest for the City to dispose of the material. The Fair Board has expressed an interest in filling a hole within the fairgrounds and Sherburne County Highway Department will furnish a loader and one truck, and we will furnish a loader and one truck to complete the project. The total labor days equal 544 or 15.5 weeks for a seven person crew. I can see several solutions to this situation: 1. Work at these projects on a schedule and rate that allows flexibility. 2. Hire additional part time help. 3. Contract out some of the more time consuming projects realizing this could cause budget shortfalls. 4. Delay some of the projects until fall. . I would appreciate the Council's input on this schedule. .
