TO: MAYOR AND CITY COUNCIL SUBJECT: PATRICK KLAERS, CIT~~ISTRATOR APRIL 29, 1993 ~ FRESNO STREET IMPROVEMENTS FROM: DATE: Attached for your review is the Fresno Street feasibility study which is actually an amendment to the Heritage Landing feasibility study. This brief memo outlines the proposed assessments for street and storm drainage to the property owners along Fresno Street at the $22 per front foot for street improvements and $8 per front foot for storm drainage improvements. The City will be obligated to finance the expenses above and beyond these amounts for the improvements along Fresno Street. As noted in the attached memo from the City Engineer, it is recommended that the property owners along Fresno Street be treated the same as the property owners along Orono Road during the 1992 project. In this regard, sewer and water laterals will be stubbed into the property and made available to the homeowners. They will be assessed for the sewer and water improvements when they hookup. . No action is necessary on this issue by the City Council as the resolution calling for the Fresno Street public hearing on 5/17/93 was approved at the last City Council meeting. This amendment to the Heritage Landing Feasibility Study was authorized by City Council Resolution 93-19 passed at the April 26th regular meeting. This Feasibility Study deals with street and storm drainage improvements to Fresno Street between County Road 30 and the Sherburne County Fairgrounds. The development of property south of County Road 30 has caused sanitary sewer and water to be extended down Fresno Street. On April 1, 1993, the City Council held an informational meeting with residents of Orono Lake 3rd Addition to determine if there was any interest in City utilities and street improvements in this area. The majority of residents in attendance at this informational meeting were opposed to any type of improvement. This informational meeting was followed by mailed survey to all residents within Orono Lake 1st, 2nd, and 3rd Additions. The majority of respondents to this survey were also opposed to improvements in the area. Since there will be no area-wide improvement project in the Orono Lake Additions, it is proposed to deal with the properties abutting the Fresno Street improvements in accordance with previous City policy; that is, to assess the abutting properties for street and storm drainage improvements but not to assess them for sanitary sewer or water improvements. As with the 1991 Western Area improvement, sanitary sewer and water service stubs will be provided to each property abutting Fresno Street, but no assessment will be made for these utilities until the property owner decides to connect or utilities are extended throughout the whole area. The assessment for street and storm drainage improvements are based on front footage unit amounts which for 1993 are proposed to be $22.00/front foot for street improvements and $8.00/front foot for storm drainage improvements. . 1959 SLOAN PLACE. Honorable Mayor and City Council April 26, 1993 Page Two The proposed street improvement would consist of a 32-foot wide, urban style street with concrete curb and gutter. The proposed storm drainage improvements would consist of catch basins and small diameter storm sewer pipe outletting either to the trunk facility to the north or through the proposed Mississippi Oaks plat south of County Road 30. All of these improvements are proposed to be included with the construction of the Heritage Landing plat improvements which are scheduled for construction during the summer of 1993. CITY OF ELK RIVER NOTICE OF IMPROVEMENT HEARING April 28, 1993 NOTICE IS HEREBY GIVEN that the Elk River City Council will meet at the Elk River City Hall, 13065 Orono Parkway, on the 17th day of May, 1993 at 7:00 p.m. to consider the making of the public improvement to be located on Fresno street from Mississippi Road to Orono Parkway by installing watermain, sanitary sewer, street and storm drainage improvements as authorized by Minnesota Statutes Chapter 429. The area proposed to be assessed for such improvement is the property abutting Fresno Street. The estimated cost of this proposed improvement is $301,800.
