RE: SCHOOL STREET/JACKSON A VENUE INTERSECTION
Dear Mr. Klaers:
Today we received a call from Mr. Mike Tardy, District 3 State Aid Engineer, regarding our
proposed improvements at the intersection of School Street and Jackson Avenue. Mr. Tardy has
reviewed our preliminary submittal regarding the signalization and geometric improvements to
this intersection. After his review, he has approved the use of turnback funds for the Jackson
Avenue improvements and 50% of the signalization costs. We would anticipate that Municipal
State Aid dollars would be used for the School Street portion of this project. Given this
approval, the City is now authorized to move forward with detailed plans and specifications for
MnDOT review.
Attached for the City Council's consideration is a draft resolution authorizing the preparation of
plans and specifications. If you have any questions, I will be in attendance at Monday's meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE PREPARATION OF
PLANS AND SPECIFICATIONS IN THE MATTER OF THE
SCHOOL STREET/JACKSON AVENUE INTERSECTION IMPROVEMENT
OF 1993
WHEREAS, the City's draft comprehensive transportation study has identified the intersection
of School Street and Jackson Avenue as a deficient area needing signalization and
widening; and
WHEREAS, Jackson Avenue was a trunk highway turned back to the City; and
WHEREAS, turnback funding is available from MnDOT for the Jackson Avenue portion of the
project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:

Maier Stewart & Associates, Inc., is hereby designated as Project Engineer for this
improvement. The Proj ect Engineer is directed to prepare plans and specifications for
the making of the improvement and the solicitation of competitive bids.

RE: REQUEST FOR TURNBACK FUNDING
Dear Mr. Tardy:
Several years ago MnDOT relinquished jurisdiction over Jackson Avenue (T.H. 201) in Elk
River, returning it to the City of Elk River. Since that time traffic volumes have increased on
Jackson Avenue and the major roads that intersect it, in particular School Street. A large area
bounded by Jackson Avenue on the west and School Street on the south is zoned for commercial
and planned unit development. Pressures for growth in the City of Elk River and the desirable
location of this area, along with a development proposal currently being reviewed by the City,
suggest that significant development will occur there. It is anticipated that this development will
result in substantial increases in traffic on Jackson Avenue and School Street, among other
roads. These factors contribute to the conclusion that improvements to the Jackson
Avenue/School Street intersection will be necessary to handle the greater demand.
The intersection in question is currently four-way stop sign controlled. A traffic signal is
recommended at this location. The enclosed signal justification report (SIR) bears out this
recommendation. In conjunction with signalization, roadway improvements are proposed on all
four legs of the intersection to provide adequate channelization and capacity, and to match
anticipated future roadway improvements beyond the intersection. Proposed roadway
improvements are shown on the enclosed sketch layout.
Because of the recent tumback of Jackson Avenue to local jurisdiction and the need for the
above mentioned improvements to the Jackson Avenue/School Street intersection, we are hereby
requesting allocation of tumback funding. A preliminary estimate of total project cost is
$390,000, split 50-50 between Jackson Avenue and School Street. This total cost can be broken
into three components; traffic signal, roadway improvements, and land acquisition. Their
individual estimated costs are $90,000, $290,000, and $10,000, respectively. Please notify us
