TO: SUBJECT: MAYOR & CITY COUNCIL PAT KLAERS, CITY ADM~TOR MAY 13, 1993 \~ TH 169/101 AND TH 10 INTERCHANGE PROJECT UPDATE FROM: DATE: Per City Council direction, the City Engineer has been in touch with the MnDOT office regarding City utilities being incorporated into the Highway 169/101 and Highway 10 interchange construction project. Attached for your review are two memos regarding this topic. It has already been determined that storm drainage provisions need to be incorporated into this project. The City Engineer will continue to work on the design of the storm drainage needs. e What needs to be determined this summer is whether or not sewer and water provisions need to be incorporated into the project. In this regard, it may be appropriate to follow up on the Mayor's comment regarding an east Highway 10 property owners meeting to determine their desires regarding municipal utilities. If such a meeting is held, we may only want to concentrate on the larger landowners as they will be the individuals most affected by the project. The 1991 and 1992 trunk sewer and water assessment rate of $3,800 per acre still appears to be a valid amount in 1993. Projecting this amount into 1996 dollars, it seems that the larger property owners would be much more interested in commenting on the project than the property owners that only have an acre or two. In addition to the trunk costs for each property owner, the associated expenses for the lateral sewer and water improvements will also have to be taken into consideration and discussed at a property owners meeting. The attached material from the City Engineer indicates that the City has sufficient time to move forward with its planning. Our City plans will need to be determined by September, 1993. In this regard, a July time frame for a property owner meeting may be appropriate. The attached material is offered for your information and no action is necessary at this meeting. MnDOT'S TH 169/101 AND TH 10 INTERCHANGE PRqJECT Dear Mr. Klaers: We have been in contact with the Minnesota Department of Tr~sportation (MnDOT) and discussed the TH 169/101 and TH 10 Interchange Project with fue Project Manager, Mr. I Timothy C. Johnson. ! MnDOT is beginning to prepare the plans and has a deadline of Octotier 1993 for completing the plans with a letting in February 1994. Should the City of Elk River jdecide to add their utilities to the MnDOT project, MnDOT would need plans from Maier Stewart & Associates, Inc., by September 1993. Accompanying the submitted plans must be an ~ssurance in the form of a resolution that the City will proceed with the project. It must also *.,equest MnDOT to add the City's work to the plans and state that the City is willing to share m an appropriate portion of the construction cost. i Once the plans are reviewed and added to MnDOT's project, a cooPerative agreement will be prepared between MnDOT and the City of Elk River. The coopera~ve agreement will be sent to the City in January 1994 for Council approval. MnDOT is mailing topography maps of the area so that the location f6r the storm sewer pipe and other utility crossings is available for future use. Johnson Final Design Project Manager Minnesota Department of Transportation 2055 North Lilac Drive Golden Valley, MN 55455 RE: TH 169/101 AND TH 10 INTERCHANGE CITY OF ELK RIVER Dear Mr. Johnson: e As you know from our telephone conversation on May 11, 1993, the City of Elk River would like to add a few utility crossings to the Trunk Highway 169/101 and TH 10 Interchange Project. The utility crossings include a large diameter storm sewer pipe from the railroad tracks east of Trunk Highway 169 to the Mississippi River and casing pipes under Trunk Highway 10 for future extension of sanitary sewer and watermain along Trunk Highway 10. The proposed storm sewer pipe will be open cut on the north and south sides of Trunk Highway 10 and horizontally bored under Trunk Highway 10. It is our understanding that MnDOT has established the following schedule to accomplish a letting date in February 1994: MnDOT receives City of Elk River plans on utility crossing Plans completed Send Agreement to the City for Council approval Letting September 1993 October 1993 January 1994 February 1994 Accompanying the submitted plans shall be an assurance that the City will go ahead with the project in the form of a resolution requesting MnDOT to add the City's work to the plans and that the City is willing to share in the appropriate portion of the construction cost.
