SUBJECT: REQUEST FOR ADDITIONAL MODEL HOMES
IN HERITAGE LANDING BY DENNIS
CHUBA AND RICHARD KINCANON
Attached is a letter dated May 3, 1993, by Dennis Chuba and
Richard Kincanon, the developers of Heritage Landing. As noted
in their letter, they have been authorized through the platting
process to have six model home sites prior to improvements in
the plat being completed. These model homes would not be
allowed to be occupied until City sewer and water is available
and the roads are at least class 5. However, allowing the
construction models to start as soon as the plat is recorded
allows the models to be ready for occupancy as soon as the
improvements are done. The rationale is that the builders of
the model homes have full knowledge of their risk of having a
home completed that can. not be occupied due to delays in
getting the plat improvements accomplished.
~ The developers of Heritage Landing have indicated they will
have ten builders participating in the plat and therefore, need
an additional four model homes. Terry Maurer, City Engineer,
is reviewing the locations of the additional four model homes
requested to see if these locations raise problems regarding
safety of the workers or if they will interfere with the
construction of the improvements for the plat. Mr. Maurer's
recommendation will be attached to this memo, if it is received
in time. If not, it will be presented to the Council at Monday
night's meeting.

Re: Model home locations in Heritage Landing Plat.
Dear Staff and Council,
Due to oven~he1ming response bv the local Elk River builders
to the Heritage Landing plat, we would like to request a total of
10 Model home sites in this development, an increase of four from the
presently authorized six sites. The builders need to have permission to
start construction of the model sites so that they may p~rticipate in the
builder's association Fall Parade of Homes promotion which starts in
early September.
Many of the builders participatin~ in the Heritage Landing plat
have been frozen out of other local plats and are excited about being
a part of the pro.1ect. It is possible .that not all ten of the sites
will be used as once, but the builders want access to them. In addition
to Lots 3,5,and 7 of Block 3 and Lots 2,4, and 14 of Block 1, we request
Lots 19 and 21 of Block 1 and Lots 3 and 5 of block 2 be included in the
model home siteing,

Dear Mr. Rohlf:
We have reviewed the request from Heritage Landing LLC for an additional four model home
sites. Our concern is always the potential for conflicts between home builders and the project
contractors. However, we understand the builder's need to get models constructed. We would
hope that, as on other projects, we would get the cooperation of the developers and home
builders in an effort to minimize any conflicts. Given this, we see no major problem with the
request from a construction coordination standpoint.
