Clean Up Day Staff is currently in the process of
organizing another spring clean up day on Saturday, May 22,
1993, from 8 a.m. to 2 p.m. Anticipated items collected
include appliances, tires, scrap metal, and car batteries.
Items not taken include television sets, hazardous waste,
construction material, etc. The clean up day has become very
popular and will be similar to the last two clean up days. The
City of Elk River has received a clean up day grant of
$1,818.18 from Sherburne County and also has a high potential
of an additional $2,000 SCORE grant for the recycling of
appliances. More will be known on the distribution of SCORE
grants in the upcoming weeks. I have attached the cost break
down summary of the 1991 and 1992 clean up days. I anticipate
that this years clean up day will be similar as far as cost.
Each year the City gets several good comments from area
residents because they can directly see their tax dollars
benefitting City residents.
SCORE Grant - The Sherburne County Waste Advisory Board, of
which I am a member, is currently reviewing the SCORE Grant
proposals. It is anticipated that next week, a recommendation
will be coming from the Board to the Sherburne County
Commissioners. The County Commissioners will make the final
determination on all SCORE Grant requests. I will keep the
Council updated on the status of the City's SCORE Grant
proposals.

Tri-County Solid Waste Manaqement Commission Attached to
this memo is a letter from Jerry Johnson of the Tri-County
Solid Waste Management Commission notifying the City of Elk
River about a request from a St. Cloud hauler to bypass the
refuse transfer station in St. Cloud (RECOMP) and bring waste
directly to the RDF plant in Elk River. Currently, waste from
western Sherburne and parts of Stearns and Benton counties is
taken to the transfer station in St. Cloud. Approximately ten
transfer trucks per day then take most of the waste to the RDF
plant in Elk River. Recently, tipping fees at the transfer
station in St. Cloud have increased substantially, making it
cheaper for haulers to bring their waste directly to the RDF
plant. If the Tri-County Solid Waste Management Commission
approves this request and private haulers are allowed to bypass
the transfer station, it could mean the addition of 50 to 60
smaller typical garbage trucks coming from St. Cloud per day.

The Tri-County Solid Waste Management Commission will be
reviewing this request on May 20, 1993, and have asked for the
City of Elk River's comments concerning the potential increased
refuse truck traffic. Attached to this memo is a letter
drafted by staff outlining the City's concerns with the
proposed request. If the City Council is in agreement, this
letter will be mailed to the Tri-County Solid Waste Management
Commission and included in the public record.
Compost Collection Day - On April 24, 1993, the City held a
compost collection day for Elk River residents. Several
residents took advantage of the free service. In four hours,
the City filled one garbage truck packer, a 30 yard dumpster
and two tandem dump trucks full of grass and leaves. The City
has held compost collection event the past three years during
the peak compost periods of spring and fall. This fall
Sherburne County is planning on holding a county wide compost
program where residents can bring their compost directly to
participating farmers fields. Many residents who brought
compost to the collection event inquired when Elk River was
going to get a permanent compost site.

Thank you for your letter dated April 19, 1993, informing the
City of Elk River about the request from a St. Cloud area
hauler to bypass the transfer station (RECOMP) and take waste
directly to the NSP plant in Elk River. Currently, up to ten
transfer trailers take waste to the RDF plant. If this request
was approved, upwards of 50 to 60 refuse trucks could come from
St. Cloud.

The Elk River City Council has several concerns about the
current amount of refuse truck traffic through the City.
Several intersections are becoming increasingly dangerous as
more and more refuse haulers are using the RDF facility. The
proposal by the St. Cloud area hauler would obviously compound
the already existing traffic problem and make matters much
worse than they already are. Therefore, the City of Elk River
would like to make it very clear that the City would be opposed
to allowing refuse trucks to bypass the RECOMP Transfer Station.
The Elk River City Council would request that this letter be
made part of the public record on your May 20, 1993, meeting.

Dear Mr. Schmitz:
The Tri-County Solid Waste Management Commission presently contracts with a transfer station
(Recomp) to ship waste to the RDF plant. On a typical day, up to 10 transfer trailers take waste
along Hwy 10 to the plant. The Commission has received a request by a St. Cloud area hauler
to take their waste directly to NSP and bypass the transfer station. Other area haulers are
looking at this option. If all St. Cloud waste is hauled directly by haulers, rather than transfer
trailers, upwards of 50 to 60 trucks a day could come from St. Cloud.
Before the Commission acts on this request, they want input from Elk River regarding any
restrictions on hauling through the City and/or general concerns about potentially additional
truck traffic through Elk River on Hwy 10.
The Commission next meets on May 20 and will review the request at that time. Any response
from Elk River before that meeting will be helpful. Please call if you need additional
information.
