SUBJECT: SEWER AND WATER AND SERVICES
Attached for your review is a memo from the City Engineer
regarding sewer and water services. The memo discusses a
change in City policy whereby at the time of a public
improvement, the water and sewer services are extended beyond
the right-of-way line to the outer edge of the utility drainage
easement. The memo from Terry Maurer explains why this change
seems appropriate.
The Utilities Commission reviewed this memo at its July 13,
1993, meeting and passed a motion approving the policy and
requesting the City Council to take whatever action is
necessary to incorporate this policy into future public
improvement projects.

Terry Maurer will be in attendance at this meet to help explain
this memo and change of policy. Also, Peter Beck will be in
attendance to address any legal concerns in incorporating this
change into our public improvement process.

RE: SEWER AND WATER SERVICES
Gentlemen:
Recently the suggestion has been made at the staff concept review meetings for sanitary sewer
and water services in new plats to be extended beyond the right-of-way line to the outer edge of
the front yard drainage and utility easement. The reason for this suggestion is the sanitary sewer
and water services are typically put in first, then the other utilities such as telephone, gas,
electric, and cable TV are put in the boulevard or utility area. Finally, a homeowner comes to
build a new home and oftentimes has to dig through the other utilities to get to the sewer and
water service. If the sewer and water service are extended to the outer edge of the drainage and
utility easement, then it is clear digging between the new home and these utilities. Therefore,
there should be no concern about conflicts between gas, electric, telephone, or cable TV, when
extending services to a new home.
On the recent Heritage Development project, this concept was wholeheartedly endorsed by the
developers and the project is proceeding that way. On anuther recent project, the developer W<lS
not in favor of extending services beyond the right-of-way because of the additional cost
associated with the lO-foot extension of each sanitary sewer and water service. Because there
was no policy in effect, we were forced to follow previous policy and only extend the services
to the property line.
We believe that the suggestion to extend sanitary sewer and water systems to the outside of the
front yard easement is a good one. We believe that the only exception should be areas where
it would require removal of trees to extend to this point. Therefore, we would recommend that
both the City Council and the Utilities Commission be asked to make this a policy of the
respective bodies that the services be extended to that point. This will give us the ability to
require this of developers in the future.
