ITEM 1 - Restoration of $19,000 city contribution to Elk River Fire
Department Relief Association
The members of the Association believe that the city contribution is a portion
of a fair and just compensation for services provided by the members of the
Elk River Fire Department.

ITEM 2 - Recommendation by Relief Association trustees for by-law
changes.
On July 20, the trustees of the Relief Association recommended that the
yearly retirement referenced in by-law Article VIII, Section 1, be raised to
$2,240/year of service. This will be presented to the Elk River City Council
at their July 26 meeting.

Listed below is some background on the department's development
over the years. I have experienced quite a change in
administrative and tactical procedures over the last few years
that have taken us from a social type department atmosphere to
a trained professional department atmosphere. I hope you will
keep this in mind when you make your decision on the value and
