RE: TH 10 LIFT STATION AND TRUNK SANITARY SEWER
Dear Council Members:
As directed by the City Council, we have completed the preparation of plans and specifications for the
upgrade of the trunk sanitary sewer and lift station between Main Street and the wastewater treatment
plant. At this time, we are prepared to recommend the City Council consider the attached resolution,
which approves the plans and specifications and authorizes the advertisement for bids. As you recall
from our previous discussion, this completes the upgrading of the trunk sanitary sewer, which was
initiated in 1988 with the Main Street project. This will provide the capacity to serve the entire western
e area down Main Street and ultimately to the wastewater treatment plant.
In working with sewer superintendent Darrell Mack, we have prepared plans and specifications with two
alternatives. One would relay the existing pipe on its current alignment and rebuild the lift station at
its current location. The second alternative involves the construction of a new lift station near the
intersection of Main Street and, utilizing a lining material, would turn the existing gravity sewer into
a forcemain. This would provide for competitive bids in which we can analyze both the current
construction cost and the long term operation and maintenance cost of the system
We anticipate a September 8th bid opening date which will allow the award of the contract and the
construction of the improvements yet this fall. Final restoration of the entire area may not be completed
until the spring of 1994.
If you have any questions or comments regarding this, I will be in attendance at your August 16th
Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE T.H. 10 LIFT STATION AND TRUNK SANITARY
SEWER IMPROVEMENT OF 1993
WHEREAS pursuant to Resolution 93 - _, the Project Engineer has prepared plans and
specifications for the T.H. 10 Lift Station and 1hmk Sanitary Sewer
improvement, which plans and specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
2.
The City Administrator shall prepare and obtain the publication of an. advertisement for
bids for the making of the improvement pursuant to the attached plans and specifications.
The advertisement shall be published once each week for three consecutive weeks, shall
specify the work to be done, and shall state that the bids will be received by the City
Administrator until 10:00 a.m. on Wednesday, September 8, 1993, at which time the bids
will be publicly opened in the Council chambers of the City Hall by the City
Administrator and the Project Engineer and will then be tabulated for consideration by
the City Council at a meeting thereof at 6:00 o'clock p.m. on Monday, September 13,
1993, in the City Council chambers at City Hall. No bids will be considered unless
sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's
check, bid bond, or certified check payable to the City Administrator in the amount of
5 % of the amount of such bid.
