RE: TRUNK SANITARY SEWER AND WATER IMPROVEMENlS FOR THE
AREA WEST OF COUNTY ROAD 1
Dear Council Members:
As directed in April, we have prepared plans and specifications for the extension of trunk sanitary sewer
and water from the abandon railroad bed east of Meadowvale School, westerly across the Nord property
to the proposed Meadowvale Heights Addition. These plans and specifications also include a water main
loop down Meadowvale Road which ties into a water main system in the Westwood area. During the
preparation of these plans and specifications, we have worked very closely with the Nord family
e negotiating the acquisition of easements to construct the utilities within.
We have recently reached an understanding with the Nord family, through Jim Nord, relative to an
agreement acquiring easement rights in exchange for a short term deferral of the assessments. This was
negotiated under the direction given by the City Councp' at the time plans and specifications were
authorized. Therefore, at this time, we recommend that the City Council consider the attached
resolution which authorizes advertisement for bids for these improvements. We anticipate a bid date of
September 8, which would allow construction to begin in the later part of September and be substantially
complete by the first of November. This will provide service to the Meadowvale Heights Development
which is anticipated to be substantially complete sometime in early October. During the bidding process,
we will continue to structure the agreement with the Nord family, such that it will be available for
Council consideration about the same time that the bids are received.
If you have any questions or comments regarding this issue, I will be in attendance at your August 16th,
1993, Council meeting.

RESOLUTION 93 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MAITER OF THE TRUNK SANITARY SEWER AND WATER
IMPROVEMENT FOR THE AREA WEST OF COUNTY ROAD #1 OF 1993
WHEREAS pursuant to Resolution 93 - 16, the Project Engineer has prepared plans and
specifications for the Trunk Sanitary Sewer and Water improvement for the area
west of County Road #1, which plans and specifications have been reviewed by
the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
2.
The City Administrator shall prepare and obtain the publication of an advertisement for
bids for the making of the improvement pursuant to the attached plans and specifications.
The advertisement shall be published once each week for three consecutive weeks, shall
specify the work to be done, and shall state that the bids will be received by the City
Administrator until 10: 15 a.m. on Wednesday, September 8, 1993, at which time the bids
will be publicly opened in the Council chambers of the City Hall by the City
Administrator and the Project Engineer and will then be tabulated for consideration by
the City Council at a meeting thereof at 6:00 o'clock p.m. on Monday, September 13,
1993, in the City Council chambers at City Hall. No bids will be considered unless
sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's
check, bid bond, or certified check payable to the City Administrator in the amount of
5% of the amount of such bid.
