OVERVIEW Joe Barsody, in conjunction with Mora Credit Union, is requesting a conditional use permit for a financial institution and a variance to the rear yard parking setback. DRAINAGE CONCERNS Following the Planning Commission meeting, a concern relative to storm drainage was raised by a neighboring project. Terry Maurer and I visited the Mora Credit Union site to evaluate the ditch system west of the property. Attached is a memo by Terry Maurer outlining the storm drainage issue as well as conditions to improve the system. AMENDMENT TO STAFF RECOMMENDATION In response to the storm drainage issue, staff recommends including part of the conditional use permit: and traffic circulation the following conditions a 7. A CATCH BASIN AND STORM SEWER BE INSTALLED WITHIN THE NEW PARKING LOT AND PIPED TO THE EXISTING DITCH. 8. EXISTING DITCH BE CLEANED BY THE PROPERTY OWNER TO IMPROVE DRAINAGE FROM THE NEW PARKING AREA. THIS CLEANING SHOULD OCCUR ALONG THE WEST PROPERTY LINE AROUND THE SOUTHWEST CORNER TO THE EXISTING CATCH BASIN. e P.O. INSTALL A RAISED CONCRETE MEDIAN 5 FEET IN WIDTH ON THE WEST SIDE OF THE HANDICAP STALL TO MAINTAIN CLEAR VIEW FOR VEHICLES LEAVING THE DRIVE-UP WINDOW. ALSO, THIS WILL MINIMIZE VEHICLES CUTTING THE CORNER AS THEY COME IN TO THE SITE WEST BOUND. PLANNING COMMISSION RECOMMENDATION The Planning Commission unanimously recommended approval of the conditional use permit and variance request. However, the Commission was concerned about vehicles leaving the drive-up window and asked the City Engineer to review the traffic circulation and possible problems that may arise. Attached is Mr. Maurer's memo addressing the traffic issue. The Planning Commission recommended approval of the conditional use permit and variance request with the following conditions: Conditional Use Permit 1. B612 CONCRETE CURB AND GUTTER BE PROVIDED ALONG THE WESTERLY PARKING AREA. 2. SETBACK AREA ON NORTH SIDE OF NEW DRIVEWAY BE SODDED. 3. A DRAINAGE PLAN FOR ALL NEW PARKING AREAS SUBMITTED FOR APPROVAL BY THE CITY ENGINEER. BE 4. EASEMENT DOCUMENTS FOR NEW DRIVEWAY BE EXECUTED AND RECORDED WITH SHERBURNE COUNTY. 5. THE TRAFFIC FLOW BE APPROVED BY THE CITY ENGINEER PRIOR TO THE CITY COUNCIL MEETING. 6. THE APPROVAL OF THE CONDITIONAL USE PERMIT BE CONTINGENT UPON THE APPROVAL OF THE ASSOCIATED VARIANCE REQUEST. Variance Request 1. THE NEW PARKING AREA IS A LOGICAL EXTENSION OF THE EXISTING PARKING LOT. 2. THE VARIANCE WILL NOT AFFECT THE HEALTH, SAFETY, OR WELFARE OF RESIDENTS OR BUSINESSES IN THE COMMUNITY. 3. LITERAL APPLICATION OF THE ORDINANCE WOULD DEPRIVE THE APPLICANT RIGHTS ENJOYED BY OTHER PROPERTIES WITH SIMILAR CONDITIONS, THEREFORE, RESULTING IN AN UNDUE HARDSHIP UPON THE APPLICANT. 4. Our review consisted primarily of two major issues, one being the traffic flow through the site, and the other . being the drainage considerations. We have also made a visit to the site to inspect the premises. Based on our review of the site plan and our site visit, we offer the following comments. 1. TRAFFIC · The circulation pattern and aisle width appears to be fine. · The proposed one-way driveway off of Jackson Street to service the drive-up window should be well signed at the Jackson Street entrance. This will eliminate the potential of cars wanting to access the parking lot rather than the drive-up window being caught in a line of cars \Witing for their turn at the drive-up window. · The handicap ramp access to the building meets the parking lot at the southwest corner. This is also the location where traffic accessing the drive-up window protrudes around the building. This poses a potential conflict area, although it is unlikely that there will be significant opportunity for this type of conflict. · A raised concrete median on the west side of the handicapped parking stall would assist in eliminating vehicles cutting the corner as they come around the west side of the building. There is a drainage ditch immediately west of this property which provides drainage for the area south of 6th Street. This drainage is somewhat critical in that if it does not operate properly, the yard of Elk River Machine becomes flooded. We would recommend that concrete curb be placed along the west side of the proposed parking stalls on this west property line. In addition, we recommend that a catch basin rather than a curb cut be provided to collect storm drainage from this site. A small diameter pipe at a relatively flat grade could then be used to deposit the drainage into the ditch to minimize any potential erosion. We also recommend that the developers of the site be required to clean the ditch along their west property line and westerly from the southwest comer of their property over to the catcb basins that exist in the ditch. This will allow for good access of the drainage generated by the paving of this site over to the existing catch basins which drain the area. e The cleaning of the ditch would only entail establishing a bottom grade and would not involve removing vegetation along the side slopes which could open up additional areas for erosion. Our visual inspection of the ditch indicated that there appeared to be some sand deposits that have washed in. The removal of these would help in the efficient flow of drainage through this area. PARKING AND CIRCULATION The central element of a financial institution is convenient service such as a drive-up window. Mora Credit Union is proposing a drive-up window at the southwest corner of the building. Access will occur via a new driveway from the adjacent property immediately to the north. The adjacent property owner has agreed to allow the access drive and proper easement agreements have been signed by both parties. Adequate parking has been provided in accordance with the ordinance. A majority of the parking is existing, however, a new parking area is proposed along the west property line.
