RE: INTERIM PLAN FOR THE ELK RIVER WWTP EXPANSION
Dear Mr. Klaers:
As you are aware, the rotating biological contactors (RBCs) at the Elk River wastewater
treatment plant had experienced a second shaft failure last month and caused two of the eight
RBC units to be. out of service. This is an indication that the existing RBC equipment has
deteriorated to a point that it could no longer provide a good operation reliability for wastewater
treatment.

Although the current proposed expansion is under design, it will not be in operation until the
Year 1996. We were requested by Mr. Darrell Mack to investigate an interim plan which allows
one of the two trickling f1lters proposed in the expansion to be constructed in 1994.
The attached drawing shows the layout of our proposed interim plan which includes one trickling
[uter, a pumping station, and the necessary piping. Probable construction costs would be about
one million dollars, as shown in Thble 1. A slightly higher total construction cost can be
expected to implement an interim plan and later complete the rest of the expansion than to
construct the expansion at one time. However, if the interim plan is not implemented, the
deteriorating RBC's could potentially break down again and cause the violation of the effluent
regulations. Removal of the failed RBC's from the Main Building requires walls to be torn
down. Replacement cost for the RBC's will be very expensive. We recommended the proposed
interim plan be implemented to ensure the compliance of regulation before the completion of the
expansion.
It should be noted that the new trickling f1lter will have 1.1 MGD of treatment capacity. The
existing fInal clarifIers only have a capacity of 0.86 - 1 MGD, depending on its performance,
which determines the overall treatment capacity of the plant. It is anticipated that the interim
plan could satisfy the City's short term need for the next three to fIve years (until 1996-1998)
before the completion of the 2.2 MGD expansion.

We are about to finish the preliminary design of the entire propos expansion. A meeting will
be scheduled with Mr. Mack to discuss the major components fo the expansion. If the City
decides to implement the interim plan, we could concentrate our forts for the final design on
the interim plan after the preliminary design meeting with Mr. M ck. Construction plans and
specifications are expected to be prepared by December 1993. e anticipate the interim plan
will be constructed in early 1994 and in service at the end of 199
