August 9, 1993 File No: 230-000-00 Mr. Pat Klaers City Administrator City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: STATUS OF CURRENT PROJECIS Dear Mr. Klaers: This correspondence is intended to provide a brief update on the status of the various improvement projects which are currently underway. The following, provides a listing of all the projects and a brief summary of there status. 1. COMPREHENSIVE TRANSPORTATION PLAN The comprehensive transportation plan has been presented in draft form to the City Council. As directed by the City Council, we have prepared alignment sketches for two of the roadways proposed in that report. We are currently waiting for an appropriate meeting at which these maybe presented. 2. COMPREHENSIVE STORM SEWER REPORT A draft copy of the comprehensive storm sewer report has been recently provided to the City. These are for review and comment by the City staff and Council. The two keys issues that will need actions somewhat quickly on this project are the crossing associated with the intersection of T.R. 101 and T.R. 10 and also improvements that the City Council deems necessary to initiate through the Earl Rohlen and George Deschene property. 3. WASTEWATER TREATMENT PLANT UPGRADE The design report has been submitted to the MPCA and to the City. We are currently completing the preliminary design of the treatment plant upgrade. Also the UV Treatment process which has been mandated by MPCA is proceeding on schedule. The one issue that the city needs to deal with is the proposal to accelerate one component of the upgrade in an effort to offset the negative impacts of the shaft failure on one of the RBC I s. 1959 SLOAN PLACE, SUITE 200, ST. HERITAGE LANDING The final underground improvements along Fresno Street associated with Heritage Landing project are currently being completed. They will follow immediately with the construction of the streets and restoration items. It is anticipated that this project will be substantially complete by the end of August. 5. CHERRYHILL BLUFFS 2ND ADDITION The construction on the Cherryhill Bluffs 2nd Addition has begun with the grading operation. This should be completed shortly and will continue from that point with the underground construction and street construction. It is anticipated this project will be completed in late September. 6. MISSISSIPPI OAKS ADDmON The City Council has authorized award of the contract to LaTour Construction, Inc. However, it was contingent upon the developer performing. To date the developer has not placed a letter of credit, entered into the developer's agreement or filed the final plat. Therefore, no activities have taken place on this project. 7. MEADOWVALE HEIGHlS IMPROVEMENTS Construction has begun this week on the Meadowvale Heights Improvement. As you are aware this project is a private development, therefore the City is involvement in inspection of the improvements through our staff. We anticipate, based on the contractors schedule, that this project will be entirely complete by approximately October 1. 8. MEADOWVALE HEIGHlS TRUNK IMPROVEMENTS The plans and specifications for the trunk sanitary sewer and water main to serve the Meadowvale Heights Addition have been completed. We have been continuing negotiations basis with the Nord family for easements within which to construct these improvements. We are prepared to recommend at the August 16th City Council meeting that the Advertisement for Bids be placed. This will result in bids being opened and construction beginning approximately 1 to 2 weeks after Labor Day. Actual service will be available approximately at the time that the internal improvements are completed. e e e City of Elk River August 9, 1993 Page Three 9. SCHOOL STREET/JACKSON AVENUE INTERSECTION IMPROVEMENIS The plans and specifications for the School Street/Jackson Avenue Intersection and Signalization Project have been submitted to Mnnar. We are in the process of making minor revisions requested by MnDar. We will be prepared to recommend advertising for bids after the school board has had the opportunity to review the proposed project and indicate whether or not they are willing to provide the easements necessary to construction these improvements. 10. T.R. 10 TRUNK SEWER AND LIFT STATION Plans and specifications for the new lift station and trunk sewer from the intersection of T.H. 10 and Main Street down to the wastewater treatment plant have been completed and we are prepared to recommend the City Council advertise for bids on this project. It will be opened in early September and construction will be initiated and completed yet this fall. 11. 500,000 GALLON WATER roWER We are in the process of reviewing shop drawings for the proposed 500,000 gallon elevated tower to be constructed in the northeast portion of the city. It is anticipated that within the next thirty (30) days activity will begin on the site and as earlier discussed, the tower should be erected in 1993. However, it will not be painted or put in service until approximately July 1, 1994. 12. WELL AND WATER TREATMENT PLANT - NORTHEAST AREA The specifications for the well associated with the new tower are nearing completion and should be presented to the utility commission at their September meeting. We would anticipate bidding the project at that point and constructing the well yet this fall. Based on the water samples provided by the new well design of the water treatment facility would proceed through the winter months and bidding will take place in early 1994 allowing construction and completion of that project during the 1994 construction season. 13. WATER TREATMENT PLANT - GARY STREET The contracts have been signed for the water treatment plant on Gary Street and a preconstruction meeting will be scheduled within the next two (2) weeks. Construction is anticipated to begin shortly after that. The construction schedule is for the building to be erected this fall and internal improvements made during the winter months with the facility being placed on line in early 1994. e e e City of Elk River August 9, 1993 Page Four 14. TRUNK WATER MAIN TO NEW WATER TOWER A memo and resolution has been presented for the City Council's consideration relative to preparing plans and specifications for trunk water main from Hillside Estates Ist Addition to the new water tower site. This work would follow an alignment of an easement provided by Rick Foster to the City. This would coordinate with the future phases of the Hillside Estates Development. It is anticipated that plans and specifications would be completed and bidding take place this fall and construction activities could proceed through the fall and early winter months such that water will be available to the site in early spring when testing of the new water tower would begin. 15. EAST T.R. 10 ISSUES Cover letter, questioner, and examples of potential assessments for properties on the east T.H. 10 corridor have been prepared and submitted for the City Council for review. Once the council's comments are received, we are prepared to mail these out to property contained within the first area. Based on the results of the survey, we will need to proceed to other areas to discuss the potential of sanitary sewer and water extensions to east T.H. 10. 16. COMPREHENSIVE WATER STUDY The comprehensive water study has been completed and submitted to the Elk River Municipal Utilities. The final completion of this study was delayed so that the wastewater treatment plant study could be completed to insure that both of these where based on the same growth factor and included the same service areas. 17. 221ST REALIGNMENT We are currently working with Phil Hals to prepare preliminary plans for the realignment of 221st Avenue in northern part of the city. Phil will then use these plans to solicit quotes for the clearing, grubbing, grading, and reconstruction of this roadway. We are prepared to assist Phil as he may deem necessary through this process. 18. 1993 SEAL COATING We have prepared plans, received bids, and City Council has awarded the contract to Allied Blacktop Co., for the 1993 Seal Coat Project. Construction of these improvements are anticipated to begin within the next two to three weeks. We will assist Phil Hals in the inspection of this work. e tit tit City of Elk River August 9, 1993 Page Five 19. GRAVEL :MINING EAW/EIS We are proceeding with the preparation of the environmental impact statement for the gravel mining area. In addition, there is a supplemental report dealing with transportation issues associated with this area that is also being worked on. 20. 165TH AVENUE OVERLAY We are preparing plans and specifications for the overlay of 165th Avenue east of the RDF Plant. Bids are to be opened on Monday, August 16th and should be available for presentation to the City Council that evening. 21. COMPLETION OF OLD PROJECIS We are working with various contractors and various state agencies to final several projects from last year. These would include the Main Street Bridge, Western Area Improvements, Fourth and Holt Improvements, and Main and 169 Intersection Improvements.
