On August 16, 1993, the City Council approved the low

Street Superintendent Phil Hals, has advised me that this bid
is very competitive. In fact, Phil has indicated that he has
trouble purchasing the material alone for this amount of
money. In light of this competitive bid, it seems appropriate
to consider a change order to also include an overlay on Jarvis
Street. This will eliminate a lot of time and headaches for
the street crew maintaining this stretch of road.
Additionally, it will make the industries on Jarvis Street very
happy to have an improved road and will help create a better
image of the City. As a section of Jarvis Street borders the
City of Ramsey, I have requested the Ramsey City Administrator
and Council to consider a contribution to this project. A
number of Ramsey residents have access directly onto Jarvis
Street and Jarvis also serves as the secondary entrance/exit
for the NorthFork subdivision.
While no exact figure is available, Phil has indicated that a
change order will be in the $36,000 range. The amount applied
to the section of Jarvis Street which is on the Elk
River/Ramsey common border is estimated at $24,000.
If the City of Elk River is obligated for the entire $73,000
for this l65th AVenue and Jarvis Street improvement project,
the funding for most of the project would come from the street
reserve fund which has a balance of approximately $180,000.
Before using this fund, the City would use what balance remains
in the $75,000 general fund line items for seal coating and
overlays. Part of this $75,000 expenditure is financed with a
street reserve transfer into the revenues.
With or without support from the City of Ramsey, staff
recommends approval of this change order to improve an old
township road, to better serve local industries, and to remove
a maintenance problems for the street department.
