BACKGROUND

Improvements to the Jackson Square parking lot have been
discussed a great deal by City staff over the past eighteen
months. The City Council will recall that in May of this year,
it helped prioritize the work program of Phil Hals and his
staff and this project was pushed back to a post-Labor Day
start.
The Elk River HRA has agreed to fund the improvements which
will likely range from $20,000 to $24,000. At its meeting on
August 12th, the HRA reviewed three illustrations for the
proposed improvements to Jackson Square. These illustrations,
along with an illustration depicting the existing conditions,
are also attached to this memo. After discussing this matter,
the HRA voted to refer the illustrations to the Downtown
Development Corporation for review and comment.
The Development Corporation met on September 1st to discuss the
illustrations. The following members of the Development
Corporation were in attendance: John Purmont, Con Johnson,
Mary Bender, Rob VanValkenberg, Grip Dare, Jeff Kleinbaum, John
Oliver, Don Heinzman, Jim Mulroy, Bud Houlton, and Bill
Birrenkott. Members of the Corporation, in conjunction with
City staff, came up with a revised layout which is labeled
"hybrid concept". The group desired to a) retain as much green
space as possible; and b) create angled stalls.

On September 7th, the HRA met again to review the comments of
the Development Corporation and to discuss this revised
illustration. The HRA voted to recommend this illustration to
the City Council for final action. The rationale here is that
the parking lot is owned by the City, but the HRA will fund the
improvements. Therefore, the City Council should have the
final decision on the proposed improvements to Jackson Square.

ACTION REQUESTED
The Elk River City Council is asked to approve a final layout
design for the Jackson Square parking lot. The design labeled
"hybrid concept" is the preferred layout; however, the City
Council may wish to revise any and all designs as it sees fit.

5. Jackson Square Parking Lot Improvements
At the HRA's August 12th meeting, Commissioners reviewed
several illustrations concerning improvements to the
Jackson Square parking lot. By way of HRA action, these
illustrations were referred to the Elk River Downtown
Development Corporation for review and comment. The
Development Corporation met on Wednesday, September I,
1993, to review.. the parking improvement concepts.
Enclosed in the agenda packet is the concept the
Development Corporation recommends. It is a hybrid design
that the group came up with at the meeting. The group
took Concept No. 3 (attached) and revised it with the
following:

- Parallel parking on the east side of Jackson Place
- Angled parking on the west side of Jackson Place
- The creation of a right turn only bulb from Jackson
Place to U.S. Highway 10 (Jackson Place continues as
a one-way,northbound street)
Additional stalls are created in the parking area
near Highway 10 by way of the right turn only bulb
The balance of the. parking stalls in the lot are
angled
- Movement with the lot is counter-clockwise; a vehicle
enters or exits onto Jackson Place from Main Street;
vehicles may exit onto Highway 10, or, may exit onto
Jackson Avenue (that is, "exit only")
This design retains the flag pole and evergreens in the
middle of the lot.
Action Requested

In order to keep the improvement project on schedule, the
HRA is asked to finalize this proposal and forward a
recommendation on to the City Council for implementation.
The rationale here is that the parking lot is owned by the
City, but it will rely on the HRA to fund the
improvements. Therefore, the City Council should have the
final decision on the proposed improvements to Jackson
Square.
