TO: FROM: MAYOR & CITY COUNCIL WILLIAM RUBIN, ED COORDINATOdVVL- SEPTEMBER 8, 1993 DATE: SUBJECT: FORMER RAILROAD PROPERTY PARKING LOT IMPROVEMENTS INTRODUCTION The Elk River City Council will be asked to approve a design for the proposed parking lot improvements at the former railroad property, bounded by Jackson Avenue, U.S. Highway 10, Hunts Feeds, and the railroad tracks. An illustration of the proposed improvements is attached to this memo. BACKGROUND e On September 1st, the Elk River Downtown Development Corporation met to review various illustrations for the Jackson Square parking lot improvement project. Members of the Corporation voted to recommend to the Elk River Housing and Redevelopment Authority (HRA) the design which would enable perpendicular parking on this site. At its meeting on September 7th, the HRA reviewed this illustration and took into consideration the recommendation by the Development Corporation. The HRA voted to recommend that the City Council approve the perpendicular design for parking lot improvements on this site, and, that these improvements occur in conjunction with the activities at Jackson Square. Again, the HRA would be the funding mechanism for this City-owned lot. Funds are available under the HRA's category of parking lot improvements, or, under the category funds reserved for future projects. The HRA's September 7th agenda memo is also included for Council comment. ACTION REQUESTED The Elk River City Council is asked to approve a design for parking lot and landscaping enhancements for the area bounded by Jackson Avenue, U.S. Highway 10, Hunts Feeds, and the railroad tracks. The preferred layout allows for perpendicular parking; however, the Council may choose to approve any design it sees fit. e P.O. Former Railroad Parking Lot Improvements Street/Park Superintendent, Phil Hals, and his staff have put together an illustration for certain parking lot improvements on the former railroad property bounded by Jackson Avenue, U.S., Highway 10, Hunt's Feeds, and the railroad tracks. This illustration was also reviewed by the 'Development, Corporation ,at its meeting on September 1st. It maybe appropriate to implement improvements on this site due to the cost savings relative to the curbing work required by the Jackson Square site and for this site. That is, should the HRA-City decide to move forward with parking and landscape improvements here, a curbing contractor can simply go from one site to the other rather than to return in, say the spring, at what would likely be a higher cost. ' This illustration is an attempt to .continue the momentum of certain parking improvements and landscaping enhancements' that' are now occurring at or along Highway '10. HRA funds for improvements here are available in the 1993 'budget, under ,the category of 'parking lot improvements. Should the cost of both Jackson Square and the former railroad property exceed what was set aside for this item, additiona1 funds would be available under the : category "Reserved for Future Projects". Act~OriRequested If the HRA Commissioners .are so inclined, they may wish to move forward with parking and landscape enhancements on this site too.
