RE: TRUNK IDGHWAY 10 LIFT STATION/SANITARY SEWER
CONSTRUCTION BIDS
Dear Council Members:
We have tabulated the bids received on Wednesday, August 8, 1993, for the Trunk Highway 10
Lift Station and Trunk Sanitary Sewer Improvements. There were a total of four bids received.
The following list provides each of the bidders and their total bid:
LaTour Construction, Inc.
Northdale Construction, Inc.
Barbarosa & Sons, Inc.
Bonine Excavating, Inc.
$413,197.50
$543,727.60
$559,219.50

Our preliminary estimate for this work was $350,000 to $400,000. During the preparation of
plans and specifications, a portable emergency generator was added along with some trunk
water main which will ultimately be needed for the East Trunk Highway 10 corridor but was
immediately adjacent to some of the sanitary sewer construction. Therefore, it made sense to
add this watermain construction to the project at this time to eliminate a duplication of
construction activities in the same area sometime in the future. These two items added
approximately $45,000 to the project cost.
LaTour Construction, Inc., has successfully completed similar projects in the past. They are
currently working on three projects: Heritage Landing, Mississippi Oaks, and Cherryhill Bluffs
2nd Addition in the City of Elk River. We would recommend award to LaTour Construction,
Inc., as the lowest responsible bidder. Attached is a draft resolution accepting the bid and
authorizing execution of a contract with LaTour Construction, Inc., for this improvement project.

RESOLUTION 93 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
TH 10 LIFT STATION AND TRUNK SANITARY SEWER IMPROVEMENT
OF 1993
WHEREAS pursuant to Resolution 93-38, competitive bids were solicited and received for the
TH 10 Lift Station and Trunk Sanitary Sewer improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that LaTour Construction, Inc., is the lowest
responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with LaTour Construction, Inc., as is approved by the City
Attorney for the completion of the TH 10 Lift Station and Trunk Sanitary Sewer
improvement according to the approved plans and specifications designated in Resolution
93-38.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.

Dear Terry:
I am writing regarding LaTour Construction"s Bid for Alternate No.2
for the Highway 10 Lift Station and Trunk Sanitary Sewer for the
City of Elk River.
After bids were opened on September 8" LaTOur reviewed the plans and
the bid and discovered that various mistakes had been made in the bid.
LaTour then contacted your office and identified two principle errors.
One in the pump station price and one 1n the pipe unit price due to a
factual mistake in the location of the existing sanitary sewer. In
addition, other aspects of the work considered incidental were
inadvertantly not included in LaTour"s bid.
The fact that the bid included these material mistakes is evident
because LaTour was in excess of 30% low ($130,000) compared to the
other three bidders that were within $20,,000 of each other.
LaTour requests that our bid be withdrawn and the bId bond returned
due to the mistakes in our bid.
