VEHICLES AT THE OLD CREAMERY SITE
INTRODUCTION
Numerous cars have been observed on the former creamery
property for long periods of time. Some of these vehicles are
listed "for sale" and are parked there for several days. Still
other vehicles have taken to parking on the green areas of this
property.
In an effort to regulate and possibly to restrict this
activity, the Elk River City Council will be asked to authorize
the installation of "no parking in excess of 24 hours" signs
and/or other signs that may be appropriate.
BACKGROUND
Many citizens and C1V1C leaders view the U.S. Highway 10 and
Main Street intersection as Elk River's front door. This
statement is particularly true in light of the Bank of Elk
River's recent landscaping enhancements on their property as
well as the City's recent and/or planned landscaping
improvements along Highway 10, etc.
Although a portion of the old creamery property will likely be
conveyed to United Power Association (UPA), the City of Elk
River will retain a large portion of this property for a park
and ride lot and/or additional green space for landscaping
enhancements. Within this landscape area, it is also likely
that the Elk River Area Chamber of Commerce may site a more
permanent office building for its operations.
Attached to this memo is a November 13, 1991 article from the
Elk River Star News regarding the Council's desire to
prohibit the selling of cars on the old creamery property.
Over time, additional cars, parked long-term, have appeared on
this property. The best way to limit this activity and to
reinforce the concept of Elk River's front door, is to post
signs. These signs may likely indicate "no parking in excess
of 24 hours" or "no parking on the grass".
