SUBJECT: ABOVE GROUND STORAGE TANK
REQUESTED ACTION
Bill Dickenson, who owns the bus terminal located at 19101
Jackson Road, is requesting to add a 10,000 gallon, insulated,
double-wall above ground storage tank to his bus terminal. The
tank will be used to replace two underground storage tanks,
which are approximately 30,000 gallons in combined size.
The reason that this item is being presented to the City
Council is that the State Fire Marshalls Office requires a
State variance for any above ground storage tank larger than
6,000 gallons. Part of the State variance procedure is to show
through certified minutes that this item has been reviewed and
approved by the City Council.

The City Council has the right to either deny the request,
approve the request with more stringent requirements, or to
approve the request and use the State standards for the
placement of the above ground storage tanks. The State
standards for above ground storage tanks are as follows:
1. The tank must be located 50 feet from any buildings.
2. The tank must be located 50 feet from any type of
dispenser (gas pump).
3. The tank must be located 50 feet from any public
right-of-way.
4. The tank must be located 100 feet from any property
line.
Mr. Dickenson wants an above ground tank because leaks and
other problems will be easier to detect and fix, versus the
underground tanks he currently has. This particular 10,000
gallon storage tank is also portable, which will allow Mr.
Dickenson to move (if, and when his bus terminal is moved for
the placement of another commercial use).

Lastly, new laws require that existing storage tanks meet new
State standards. It is Mr. Dickenson's opinion that to update
his underground storage tanks to meet new State requirements
would cost several thousand dollars. These tanks would also
not be easily moved.

RECOMMENDATION
Staff recommends the City Council recommend approval to allow a
10,000 gallon above ground storage tank on this site to replace
the existing underground tanks. Staff would also recommend
using the State requirements for the placement of this tank.
Mr. Dickenson will be at Monday night's meeting to answer any
questions you may have regarding this request.
