Dear Council Members:
We have tabulated the bids received on Monday, September 20, 1993, for the realignment and
reconstruction of 221st Avenue in the northern part of the City. There were a total of four bids.
The following table provides a list of the bidders and their bid.

Phil Hals will be in attendance at Monday evening's City Council meeting and will be prepared
at that time to discuss with the City Council the funding opportunities for this project. S. J.
Louis has successfully completed similar. type projects, both in and outside the City of Elk River.
I Pending the conversation on funding Monday evening, we are prepared to recommend award to
S. J. Louis Construction, Inc., as the lowest responsible bidder.
If you have any questions, I will be in attendance at Monday evening's meeting.

RESOLUTION 93 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
221ST AVENUE RECONSTRUCTION IMPROVEMENT OF 1993
WHEREAS pursuant to City Council direction, competitive bids were solicited and received
for the 221st Avenue Reconstruction improvement as set forth in the bid tabulation
attached hereto and incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that S. J. Louis Construction, Inc., is the lowest
responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with S. J. Louis Construction, Inc., as is approved by the City
Attorney for the completion of the 22lst Avenue Reconstruction improvement according
to the approved plans and specifications.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
